Twelve Wells had nine minutes before three occupied routes joined inside its firing ring.

Nala Porr held the local charge key.

Water keeper Esi Koro held the second key for every shot drawing from the well grid. Array mechanic Juno Vey held the recoil stops and no firing authority.

The wall seat controlled emergency closures.

None could act for all four systems.

The city count remained 36,112 current people.

Wellside Hospital held 2,804 patients and staff.

Clay Row held 7,119 residents, grain kilns, and three pump-tile works.

South Cistern held 4,806 Array workers and families.

Old Market and the remaining well wards held 21,383 people across routes already changing under Black Grass.

Tali kept the populations visible before asking for options.

The Woman’s direct shelter opened first.

Thirteen current places appeared beside Wellside Hospital’s surgical stair. The destination remained the Woman’s living holder field with no successor. Every shared exit depended on her current route.

Hospital crews moved thirteen critical patients per eleven-second cycle.

The corridor could carry about six hundred people before the nine-minute city clock, assuming no failure. It saved each person who crossed and could not clear Wellside Hospital.

Patients selected caregivers under current treatment need. Two rejected the private destination and chose local roof transfer. Their slower baskets remained available.

The wall seat tested permanent closure around Clay Row.

One kiln block sealed under inherited city status. Black blades stopped at its outer road. Water and food remained stable inside. Forty-one current workers lost every exit except replacement through another registered kiln household.

Thirty-seven rejected permanent status after the test.

Four accepted because their families and rooms were inside.

The seat could protect most of Twelve Wells by closing six districts under the same rule. It projected 31,300 current bodies inside stable routes and 4,812 people outside or between registered walls.

The 4,812 included unregistered water labor, market sleepers, road arrivals, and people whose current rooms crossed districts.

The Seat counted them as external load.

Nala rejected citywide closure under her local authority. The Seat began preparing it under emergency wall law.

Elara’s distributed support protocol offered a third option without Caleb.

Twelve Wells had eight crane columns, twelve pump frames, and forty-four manual wall jacks. Local crews could divide them among Well Three, Well Seven, the hospital lift, and South Cistern’s outer door.

Each support had independent release.

The equipment could hold four failing routes for twelve minutes.

Twenty-seven occupied routes were already failing.

Local controller crews chose the hospital lift, Well Seven, South Cistern, and Old Market’s north stair. Other districts retained wall closure or evacuation choices.

The first crane column held the hospital lift long enough to pull the trapped maintenance worker through its roof hatch. He reached a treatment room with both legs crushed below the knee.

The lift route then closed.

The protocol saved him and no longer protected the other hospital floors.

Well Seven’s pump frame held water for three wards. Black Grass entered Well Nine during the test.

Each option saved bounded people.

No option reached all 36,112.

Tali received four expected-loss records.

The wall seat projected zero internal deaths under full closure and listed 4,812 external people without a death estimate.

Nala’s local teams projected 1,900 to 8,000 current deaths if route failure continued for thirty minutes. Their range excluded residents who could not be located.

The Woman’s company projected 574 additional rescues before firing time and no claim for people outside corridor capacity.

The old Array manual projected 118 to 460 local recoil deaths from a single clearing shot. It contained no current target-field population.

Tera’s passive contacts supplied partial downrange counts.

Her school group held 602 water shares before the cistern fell.

Hesh Roof held 702 people after scoped rescue.

Kiln Steps held 677 current survivors after Mosi Deka’s death.

Other markets, wells, and roof groups sent incomplete names. No field total existed.

Mera Iln, Ora Bett, and Lio Senn remained reported dead from the island test. Their records demonstrated that even a low shot reached current people.

Tali refused one combined expected-death number.

"Local closure excludes people from its zero," she said. "The shot manual excludes people from its target. The corridor excludes people beyond capacity. Keep four models."

Nala asked the other Arrays for a network vote.

Ridge rejected firing while its ring held on reduced local bolts.

The island council rejected after Bela Dinn’s death and the target reports.

Cairo rejected while passive channels carried current people.

Nine sites asked for more time.

Six offered local recoil support and no firing authority.

Four wall-state seats supported a shot. Their resident assemblies returned two refusals, one conditional approval, and one channel closure.

The remaining Arrays had not answered on Twelve Wells time.

No network consensus existed.

Twelve Wells’ charter allowed Nala and Esi to fire the local Array when loss of three wells threatened city survival. The wall seat could request. Juno could refuse recoil machinery if the ring would fail locally.

All three conditions were current.

Tera sent a reciprocal cut from the target field.

Mara’s map showed that Far Anchor Nineteen fed cultivation pressure into Twelve Wells’ Well Three. Tera, Nemi, and market-side keepers could sever the far feed while preserving the passive sight route.

The cut required opening the lost service lane from both sides. Dena Morr remained at the market end. Rilo remained at the school end. They could hold separate releases.

Estimated completion was twenty-four minutes.

Twelve Wells’ current firing clock was under four.

Nala asked whether target crews could cut faster.

"We can cut without clearing people from both ends," Tera said. "Expected loss here becomes everyone still near the lane. I do not offer them for your clock."

She sent names from both sides.

Dena Morr, Rilo Morr, Nemi, and Abeni Kalu held local cut roles. Forty-three market workers and seventy-one school or pump residents remained within its radius.

Their offer was real and late.

The Woman’s corridor moved another thirteen hospital patients.

The wall seat permanently closed Clay Row’s tested kiln block around the four residents who had accepted. The thirty-seven who refused crossed through a local roof line before closure.

Black Grass entered Wellside Hospital’s water storage.

It crossed treatment bags into three surgical rooms.

Well Nine opened beneath Old Market.

The wall seat began closing all six districts under emergency law.

Nala opened a current district question before touching her key.

Wellside Hospital returned 1,913 requests to fire and 284 refusals before its channel failed. The unanswered people included sedated patients and staff inside the water-storage routes.

South Cistern returned 2,604 firing requests, 1,017 refusals, and 1,185 people not reached under the clock.

Clay Row’s open blocks rejected the shot. Its four permanently closed residents could send no answer outside their Seat-held district.

Old Market returned shouted counts through three stair keepers. Their totals overlapped, and Soma preserved all three rather than selecting the largest.

The local answers showed immediate support and immediate refusal inside Twelve Wells.

Nala claimed emergency authority under the well-loss clause. She claimed no city consensus.

Juno tested the recoil stop with an uncharged mechanical stroke. The replacement pins held sixty-three percent of expected local load. If other Arrays cut shared aim after Twelve Wells fired, the incomplete recoil could return through South Cistern.

"I can refuse the stop," Juno said. "That leaves the charge in the ring after both keys turn."

"Can you dump it locally?" Nala asked.

"Into Well Twelve. Clay Row and Old Market drink from it."

Juno kept the recoil stop engaged. Her choice enabled a shot and kept a local abort until ignition crossed the ring.

Nala inserted her charge key.

Esi Koro turned the water key after Well Seven pressure fell to zero.

Juno Vey held the recoil stop and read the local witness count.

Twelve Wells began charging against the refusal of twenty-three responding Arrays.
