Level 999: The Glitch King
Chapter 56: Glitch Tax
The denial did not close the title evaluation. It moved into the territory ledger as evidence.
The tax screen converted philosophy into arithmetic. Every illegal protection route created a deficit, and every easy legal fix converted a person into revenue. Jace finally understood why the System preferred ownership so strongly. Owners were easier to bill.
TITLE EVALUATION UPDATE
Candidate: THE GLITCH KING.
Progress: 5%.
Influence accepted: NO.
Protective functions retained: YES.
System interpretation: Intentional benefit retention without behavioral compliance.
Tax review required.
Jace looked at the last line. "It found a fee for saying no."
Seraphina opened the territory dashboard before the review completed.
CONTESTED SHELTER FINANCES
Safe Zone Barrier maintenance: 2,270 Charge/day.
Liberated Vault preservation: 3,680 Charge/day.
Contested Territory tax: 1,224 Charge/day.
Free Claim and Anchor routing: 170 Charge/day.
Total daily requirement: 7,344 Charge.
Approved income: 0.
Current daily deficit: 7,344 Charge.
Claimant Charge: 0/140.
Human yield sources available: 616.
Human yield sources authorized: 0.
Jace closed the last two lines.
"They were hidden before," he said.
"The values were distributed across separate structures," Seraphina replied. "Recognition combined them into one account."
"Very considerate."
The south exit opened and four people pushed a bent tow-truck frame through the shield. Only three came inside with it. The fourth stayed at the boundary, watching the street. The youngest of the group carried a gold metal plate under one arm and had blood running down one cheek.
"Found something that keeps blinking at us," he said.
FIELD CONTACT IDENTIFIED
Wyatt Stone.
Current function: Scavenger / volunteer runner.
Injury: Facial laceration, minor.
Risk assessment: UNRELIABLE.
"Panel is judgmental," Wyatt said.
A broad man behind him set down a hooked chain and examined the damaged tow frame like the apocalypse had delivered it personally.
"Carter Knox," he said. "Truck used to be mine. Now the street owns most of it."

FIELD CONTACT IDENTIFIED
Carter Knox.
Former function: Tow-truck operator.
Current function: Heavy salvage lead.
Available equipment: Tow rig, damaged.
The third man had a canvas tool roll tied around his waist. He took the gold plate from Wyatt before Wyatt could drop it.
"Owen Reed. Mechanic. That plate has power in it."
FIELD CONTACT IDENTIFIED
Owen Reed.
Current function: Mechanic / crafter.
Crafting access: LOCKED.
System literacy: DEVELOPING.
Jace looked at the fourth figure outside.
Wyatt followed his eyes. "He is watching the route. Did not want his name in anything."
"Good answer."
Carter pointed toward the gold plate. "We pulled that from under a bus two streets south. Whole thing lit up when the shield strengthened."
Owen placed it on the ground.
SALVAGE ANALYSIS
Warden Armor Plate [Uncommon].
Integrity: 43%.
Stored Charge: 11.
Command residue: ACTIVE.
Faction: Extermination Warden.
Hostile signal: DORMANT.
Potential uses:
Barrier reinforcement.
Anti-recovery plating.
Command receiver.
Crafting station component.
Wyatt crouched beside it. "Eleven Charge sounds useful."
"Command residue sounds less useful," Seraphina said.
Owen opened the plate with a screwdriver. Gold light moved under the metal in narrow lines.
"If I strip the receiver, maybe we keep the power."
"Maybe?" Jace asked.
"I had a garage, not a degree in alien murder equipment."
"Reasonable career gap."
The System added the salvage to the territory ledger.
SALVAGE CREW FORMATION AVAILABLE
Proposed members: Wyatt Stone / Carter Knox / Owen Reed.
Registered supervisor: Claimant.
Recovered materials become territory property.
Members receive shelter priority.
Accept?
Carter read the terms. "No."
Wyatt looked at him. "Shelter priority is good."
"Territory property means somebody else owns what we drag back."
"Ourselves included?"
Seraphina opened the hidden clause. Salvage members injured outside the barrier may be classified as recoverable labor assets.
Wyatt stood. "Definitely no."
Owen rewrote the request through the Assembly channel.
VOLUNTARY SALVAGE CREW
Participants: 3.
Route choices: MUTUAL.
Recovered items: Contributor-owned until donated or traded.
Risk acceptance: Individual.
Claimant command authority: NONE.
Emergency recall: Voluntary safety agreement.
The System reduced the benefits.
Shelter priority: NONE.
Equipment insurance: NONE.
Rescue obligation: NONE.
Carter accepted anyway. Wyatt hesitated at rescue obligation, then accepted after Grace added a separate community rescue promise that did not require ownership.
SALVAGE CREW FORMED
Coordination efficiency: 12%.
Crafting progression preview unlocked.
Owen Reed gained: Field Crafting 1%.
Carter Knox gained: Heavy Salvage 3%.
Wyatt Stone gained: Boundary Scouting 4%.
Community Reputation: 14 -> 16%.
The Warden plate pulsed.
HOSTILE-SIGNAL DETECTION
Source match: Extermination command network.
Distance: 0.8 kilometers.
Status: DORMANT.
Wake conditions:
Contaminated target detected.
Unauthorized territory expansion.
Charge deficit above threshold.
Current deficit threshold progress: 81%.
Wyatt stopped smiling.
"That thing wakes because we are broke?"
"Because the System treats unpaid protection as contamination," Seraphina said.
Carter looked toward the dark street. "How many things are attached to the signal?"
The plate returned an incomplete count.
WARDEN REMNANT NETWORK
Active units: 0.
Dormant units: UNKNOWN.
Command source: Commander Vane, deceased.
Cleanup order: STILL VALID.
Owen closed the plate by hand. "We should destroy it."
"If we destroy the receiver, we lose the warning," Wyatt said.
"If we keep it, it may wake the rest."
"If we keep it unplugged, I can trace the signal."
Carter looked at Jace. "You deciding?"
"No."
"Good. Owen knows the plate."
Owen stared at the gold lines under his fingers, then removed the stored Charge cell and left the command receiver intact but disconnected.
WARDEN PLATE MODIFIED
Stored Charge recovered: 11.
Charge classification: Hostile System entity.
Human yield: NONE.
Personal Charge may accept transfer.
Jace routed the eleven Charge into the barrier instead of himself.
Barrier Reserve: 0 -> 11.
Barrier Integrity: 36% -> 38%.
Daily deficit unchanged.
The shield brightened. The hostile-signal threshold dropped anyway.
Deficit threshold progress: 81% -> 84%.
"It counts the daily debt, not the reserve," Seraphina said.
The tax review finished.
ILLEGAL PROTECTION ASSESSMENT
Violations:
Shelter without tenancy.
Protection without ownership.
Liberated structure without custody.
Title benefits retained without compliance.
Glitch Tax rate: 18%.
Daily surcharge: 1,322 Charge.
Total daily deficit: 7,344 -> 8,666 Charge.
Claim defense penalty: 9%.
Barrier efficiency: 24% -> 21%.
Hostile-signal threshold progress: 84% -> 91%.
First claimant arrival: 00:28:44.
Recommended fix:
Register population.
Accept title influence.
Authorize yield collection.
Jace rejected all three.
The System applied a Glitch Tax to illegal protection.
