Madison did the math beside him and came to the same ugly conclusion without Breach Sight. The shelter needed a repeatable source of Charge. Heroics could cover an emergency. They could not fund a neighborhood.

Owen's grip tightened on the receiver. "Spending stolen power because we need it teaches the System exactly what kind of emergency makes theft acceptable."

"People are under that shield now."

"People made that Charge too. Their names were still incomplete in the vault ledger. Spending their shares would be easier than learning what each person wanted, which was exactly why the menu preferred it."

Owen looked toward the floor, toward the vault beneath them. "Then ask them."

Wyatt stepped closer. The cut on his cheek had opened again, but he ignored it.

"I am not saying make them batteries. I am saying use what was already taken to keep the wall up."

"And when the next bill comes?"

"We find something else."

"That is what Sunchain says every time it calls a temporary measure necessary."

Carter placed himself between them without touching either.

"You are both arguing about the second payment," he said. "We have nine minutes on the first."

The timer agreed.

Seraphina did not answer. Wyatt noticed.

"You know whether it can be canceled."

"I know what the law says," she replied. "I also know emergency possession survives review more often than it expires."

Carter hooked the tow rig to the chair frame. "Then we improve the chair."

Owen closed the Warden receiver and handed it to Wyatt. "If that signal rises, we turn around."

"No," Wyatt said. "If it rises, we know what woke."

The timer reached four minutes. Seraphina kept the temporary protocol open. The word AUTOMATIC EXPIRATION glowed cleanly above the blocked clauses.

"Register them for one hour," she said. "Long enough to pay the first assessment."

Jace looked through the shield at the people who had built, argued, donated, and refused inside it.

Temporary emergency ownership rarely ended when the emergency did.
