Jiang refused to let the first response speak.

Signature one offered thirty seconds of raw voice, identity claims, route claims, and unbounded custody effects. A true speaker could answer through it. So could the External Alternate Witness, an old recording, or anyone holding a compatible archive.

They needed a response that proved someone current had received the challenge without deciding who that person was.
