Virgo entered through a hospital courtyard where part of a covered walkway had begun to sag. The representative crossed, noticed the failing support before finishing her introduction, and touched two fingers to the nearest column.

Dust fell from the joint as the warped brace shifted back into position.

None of the old cracks vanished, and nothing became new. The structure simply stopped moving toward collapse.

Marek remembered the shelter wall outside.

Correction, not restoration.

The Libra window expanded next, although its representative had not crossed.

The white road remained open above a judicial complex while Earth officials argued with someone on the other side. For several minutes, the cameras showed nothing except the empty threshold and the people waiting around it.

Eventually, a government spokesperson stepped forward.

House Libra would not enter until the host government placed a statement into the public record confirming that permission to cross did not constitute submission to House jurisdiction.

Eren sat straighter.

A clerk read the statement aloud while another official signed it. The document appeared on the public feed with a timestamp beneath it.

Only then did a woman in pale formal robes step through.

"Representative of House Libra. Voice delegated. Authority limited by mandate. Entry recognized as contact, not accession."

Marek copied the wording into his notebook: Entry recognized as contact, not accession.

Scorpius was harder to observe.

Its door opened inside a secured conference site, and the camera feed broke into static almost immediately. When the image returned, a woman in dark clothing was already seated at the negotiation table.

Nobody had footage of her crossing.

Her public statement confirmed her identity and limited mandate, but unlike several of the others, she made no broad assurance about what information House Scorpius would or would not seek while on Earth.

Silas watched her for several seconds. "She never said they wouldn’t investigate us."

Rhovan glanced at him. "No. That omission was deliberate."

Silas kept his eyes on the screen. "Thought so."

Sagittarius arrived on a closed highway that had become one of the few reliable evacuation routes across its region. The representative walked through an opening aligned with the road, looked ahead for several seconds, then requested the latest local maps.

Before the officials finished bringing them up, she identified three places farther along the highway where the route no longer connected to the locations the map claimed.

House Sagittarius requested permission to distribute corrected navigation through local authorities rather than assume control over movement.

Capricorn’s arrival took place at a mountain government facility.

Black-gold platforms descended from the House road one at a time, each remaining long enough for the representative to step onto the next before disappearing behind him. The cameras pulled farther back as he descended, eventually showing the final platforms against the mountainside.

Marek and the others watched as the last one vanished.

Aquarius came through a reservoir.

Water rose from the surface in a vertical sheet and held there without spilling, revealing another shore beyond it that did not belong to Earth. A representative stepped through while nearby communication equipment recovered one system at a time.

The improvement spread through surviving infrastructure rather than appearing where nothing remained.

Within minutes, phones throughout the shelter began vibrating as delayed messages, missed calls, and emergency notices finally arrived.

People barely had time to check them before the final House appeared.

Pisces entered through a public evacuation center where officials had cleared a wide section of floor around a shallow pool that had formed without pipes, drains, or any visible source.

The water reflected unfamiliar stars despite the ceiling directly above it.

A man stepped from the pool as though leaving a quiet shoreline. His clothes were dry before he reached the waiting officials.

"Representative of House Pisces. Voice delegated. Authority limited by mandate. I enter in person and consent to local observation."

Once all twelve representatives had arrived, the separate feeds rearranged themselves into one shared broadcast.

Earth officials from different governments appeared beside or opposite them. Some were still wearing emergency uniforms, while others sat behind tables already covered with documents, microphones, and hurriedly prepared nameplates.

Compared with the House roads, the meeting looked almost ordinary.

Nobody involved looked comfortable enough for it to feel that way.

The Libra representative spoke first. "The world designated as Earth has entered recognized contact with the Prime Continuum as a Newborn World."

The Aries representative followed. "Awakening does not make Earth territory of House Aries."

Taurus made the same clarification in different wording. Gemini followed, then Cancer, Leo, and the remaining Houses.

They were not repeating the earlier emergency broadcast. This time, each House was placing its position formally on record.

An Astral Mark did not make an Earth citizen a citizen of the corresponding House. Awakening itself did not constitute consent to House jurisdiction, and none of the Twelve claimed ownership over Earth simply because its people now carried their Signs.

Marek listened through all twelve statements.

No thirteenth voice joined them.

The declaration moved on to what the Houses were prepared to offer before formal treaties existed. Cancer proposed reunion corridors for displaced families. Aquarius offered support for damaged communication networks, while Sagittarius offered updated route mapping and Virgo offered classification standards for dangerous manifestations.

Taurus offered stabilization assistance in places where altered terrain threatened populated areas.

The other Houses reserved broader commitments for direct negotiations.

Libra added that agreements involving Earth would need terms its representatives could understand, translate, and place on record.

Rhovan exhaled quietly. "Someone fought very hard over that wording."

"Libra?"

"Probably more than one House." He continued watching the screen. "Libra just makes sure nobody can pretend the wording meant something else afterward."

Eventually, an Earth official asked the question Marek had been waiting for. "What is Ophiuchus’s status in this declaration?"

The shared broadcast went quiet.

Several representatives turned toward the Libra delegate, though none interrupted when she answered. "Ophiuchus is a recognized Sign. However, there is no recognized House of Ophiuchus among the Houses represented here, and no House Voice exists for us to delegate on its behalf."

The official did not let the answer end there. "Then who represents Ophiuchus Astrants?"

This time, the silence lasted longer.

"No House represented here may answer that question by claiming them automatically."

Marek’s fingers tightened around his notebook.

The answer did not give Ophiuchus a government. It did not give its Astrants a seat, a representative, or anyone capable of speaking for them.

But it also refused to let that absence become permission for somebody else to own them.

For now, that was enough.

Near the end of the declaration, the Leo representative faced the cameras. "A Newborn World has awakened. The Twelve Houses recognize that event and enter under limited mandates pending lawful agreements with Earth’s governments."

Conversation gradually returned throughout the shelter.

Some people sounded relieved that the Houses had recognized existing governments instead of replacing them the moment they arrived. Others had heard enough words like jurisdiction, accession, and mandate to become more worried than before.

Marek looked through the entrance.

The thirteen constellations remained visible beyond the House roads. Twelve representatives now stood somewhere on Earth beneath them, each backed by a civilization that had known about worlds like Earth long before Earth had known such civilizations existed.

The thirteenth Sign still had nobody standing beneath it.

Rhovan was still beside him.

"Welcome to the Prime Continuum."

Marek kept watching Ophiuchus. "I don’t think we went anywhere."

Rhovan’s smile returned, though smaller than usual. "That is usually how the Prime Continuum gets you."

Far beyond Linden, twelve arrival sites remained active as Earth’s governments began arranging their first meetings with people from beyond the world.

Earth had not crossed into the Prime Continuum. Instead, the Prime Continuum had crossed toward Earth.
