"We checked the perimeter sensors twice this morning, and the perimeter remains completely quiet." Maya walked over from the communications shed, carrying a metal thermos of hot chicory tea. "No surveillance drones have circled our block since Tuesday."

Maya handed a steaming tin cup to Fin, leaning against the wooden post with a relaxed sigh.

"Take a sip before Jolly calls you over to review the accounts." Maya chuckled softly, taking a sip from her own cup. "She has been auditing every freight receipt since dawn."

Across the courtyard, Jolly sat at the long bench with Nim, surrounded by four stacks of bound accounting ledgers.

Jolly clicked the brass gears of her mechanical calculating engine, her brow furrowing with intense concentration as numbers aligned.

"Our operating treasury reached one hundred and forty-eight thousand credits this morning." Jolly dipped her quill into dark ink, writing a neat entry into the master ledger. "The municipal receivership stipend for managing the water plant added twenty thousand credits."

"We spent twelve thousand credits on wool blankets, oats, and dried beans for the incoming arrivals." Nim adjusted her woolen shawl, pointing a slender claw toward the intake column on the parchment. "Twelve more beast-folk families crossed the bay on the early dawn ferry."

"Sefu settled them into the secondary dormitories behind the school." Jolly stamped the page with the Halden House wax seal, blowing gently on the wet ink. "Every family received a two-month food voucher and clean bedding."

Fin walked over to the bench, resting his hand lightly on Jolly’s head with a fond smile.

"How are our food reserves holding up for the rest of the month?" Fin set his empty cup down on the tray, looking down at the neat rows of numbers.

"We have thirty days of grain stored in the dry silos." Jolly pointed to the margin notes, her pencil tapping the wood with satisfaction. "And the vegetable market in District Three is still selling squash at reasonable rates."

"We also secured eight barrels of salted herring from the north pier cooperative." Nim turned the inventory sheet with a soft rustle of paper. "The fishermen gave us a twenty percent discount in exchange for clean water rights."

Bram walked into the courtyard wiping motor grease from his forearm with a piece of blue cotton waste.

Darek followed closely behind him, carrying a toolbox filled with open-ended wrenches and replacement valve fittings.

"The three municipal transport trucks are fully serviced and ready for road duty." Bram set a spare fan belt onto the edge of the bench with a hearty grin. "Darek replaced the worn brake shoes on the flatbed in under an hour."

"Working with mechanical parts makes total sense once you understand the leverage." Darek wiped a smudge of axle grease from his nose, his voice filled with genuine enthusiasm. "Everything fits together in a logical sequence."

"You have a natural knack for machinery, lad." Bram clapped Darek on the shoulder, making the younger man beam with pride. "Next week we will teach you how to rebuild a carburetor from scratch."

The gate swung open with a sharp squeak of iron hinges, drawing everyone’s immediate attention toward the street.

Talla hurried through the archway, her wool coat flapping around her ankles as she clutched a stiff legal folder.

Her expression was grim and focused, devoid of her usual easy smile as she mounted the porch steps.

"The Merchant Cartel made their move this morning." Talla held up the document, displaying a crimson wax seal stamped with the scales of the tribunal. "Magistrate Hallowell just issued an emergency summons to Halden House."

Ruby emerged from the armory doorway, drying her spear blade with an oily rag as she stepped onto the gravel.

"What are those vultures complaining about now?" Ruby frowned, leaning against the wooden railing with her arms crossed. "We saved the water supply they spent five years trying to poison."

"They filed an emergency statutory injunction under Chapter Nine of the Commercial Commerce Act." Talla opened the folder, pointing to the formal signatures at the bottom of the petition. "They claim our takeover of the waterworks constitutes unlawful armed seizure of private corporate assets."

"Krell ran that facility on forged licenses and toxic dumping." Fin stepped closer, his tactical focus sharpening instantly. "How can they claim private ownership over municipal drinking water?"

"The previous corrupt city council granted Genesis an exclusive ninety-nine year utility lease." Talla adjusted her spectacles, her legal acumen radiating with razor sharpness. "The cartel owns thirty percent of those lease bonds, and they want their extortion revenue back."

"They want to drag us into litigation to exhaust our funds." Maya stepped forward, her eyes narrowing as she read the list of cartel plaintiffs. "Director Kaelen signed the petition himself on behalf of the merchant syndicate."

"When does Magistrate Hallowell want us in the arbitration hall?" Fin took the legal notice from Talla’s hands, scanning the hearing details.

"Tomorrow morning at nine sharp in the Third District Arbitration Tribunal." Talla tapped the docket number with a fierce glint in her eyes. "And we have less than twenty hours to prepare our defense."

"Then we will bring every ledger, every journal, and every drop of chemical evidence we pulled from the tomb." Fin turned toward the squad with unwavering determination. "Let them bring their expensive lawyers."

"We will show the magistrate exactly who owns the city’s water." Ruby planted her spear into the earth, her smile turning dangerous and cold. "And it will not be the cartels."
