Chapter 116: The Plant Manager
Drizzle tapped steadily against the tall glass panes of the District Two Water Treatment Plant’s upper administrative tower.
Fin pushed the frosted glass office door open, stepping across the carpeted reception room with calm, steady strides.
Beside him walked Talla, carrying a leather briefcase stamped with the municipal seal of the Third District Arbitration Tribunal.
The naval liaison from coastal defense command followed closely behind them in his pressed overcoat accompanied by two armed guards.
Behind the wide rosewood executive desk, Plant Manager Orel jerked his head up, spilling hot coffee across his morning ledger.
"What is the meaning of this intrusion?" Orel grabbed a linen napkin to dab frantically at his stained documents, his face turning red. "This facility is a restricted municipal utility zone under provincial jurisdiction!"
"The jurisdiction changed twenty minutes ago," Talla stepped forward, resting her briefcase onto the front edge of the desk with a firm click. "I am Talla, certified legal advocate for Halden House and officer of the Third District Arbitration Chamber."
"I do not care who you work for," Orel blustered, his round cheeks flushing with indignant fury. "You cannot march armed hunters into my private office without a warrant signed by the Central Association commissioner!"
"The Central Association commissioner is currently being questioned by municipal magistrates," Fin rested his hand casually on the pommel of his hatchet, his eyes cold. "And we brought something much more definitive than a raid permit."
Talla opened the brass latches of her briefcase, pulling out a sheaf of legal notices stamped with crimson wax.
She laid the documents across the center of Orel’s desk, smoothing the parchment flat with her palm.
"This is an emergency statutory impound order issued under Municipal Charter Article Twelve," Talla declared, her voice ringing with absolute statutory authority. "By order of Magistrate Hallowell, your operating license is revoked effective immediately."
Orel’s eyes bulged as his gaze darted across the official seals and the signature of the presiding municipal judge.
"Article Twelve is reserved for wartime sabotage and catastrophic utility collapse!" Orel protested, waving his hands in the air as his voice cracked into a high, nervous squeak. "Our water quality reports are within provincial safety thresholds!"
"Your falsified water quality reports," Fin stepped around the desk until he stood two feet from the trembling manager. "We just spent the last three hours down in the sewer junctions beneath Conduit Nine."
Orel froze, the color draining instantly from his face as a sudden tremor seized his pudgy hands.
"Conduit Nine... that is an abandoned storm culvert," Orel stammered, pulling at his collar as a bead of sweat rolled down his temple. "It has nothing to do with the main drinking reservoirs."
"We caught eight Genesis demolition operatives wiring thermite charges to your lime neutralizing tanks," Fin leaned forward, locking his gaze onto Orel’s eyes. "They had your private access codes in their radio transceivers."
"They forced me," Orel wept, collapsing back into his leather armchair as his resistance evaporated into pathetic whimpers. "You do not understand what kind of people run Genesis, they threatened my family!"
"You took six thousand credits every single month to look the other way while they dumped chemical poisons into the canal," Talla opened a second folder, displaying bank deposit vouchers recovered from Krell’s personal safe. "You signed off on forged pipeline inspections while forty-eight children were locked in incubation vats below your feet."
"I never went down to Sub-Level Three!" Orel pleaded, clutching his hands together in desperate supplication. "Krell promised me the bypass would never affect the primary drinking mains!"
"He lied to you, and you gambled with the lives of sixty thousand families in District Two," Lieutenant Cole stepped forward with icy military disgust, signaling his two naval guards. "Take him into custody and escort him to the tribunal cells."
The guards stepped forward with practiced efficiency, lifting Orel from his chair and securing his wrists behind his back.
Orel sobbed uncontrollably as the soldiers led him out of the tower office, his shuffling steps fading down the marble corridor.
Talla picked up the master facility keys from the desktop, handing the ring directly to Fin with a bright, triumphant smile.
"Under Article Twelve, temporary administrative receivership transfers to Halden House as the intervening emergency defense guild," Talla explained, stamping the final transfer authorization. "You now hold lawful operational command over the District Two waterworks."
"We are not leaving this plant in the hands of corporate contractors," Fin took the keys, testing their weight in his palm with deep satisfaction. "We run this utility for the people who actually drink from the taps."
Fin walked over to the tall observation window, looking down across the sprawling treatment complex below.
Through the drizzle, three transport flatbeds belonging to the Iron Dogs were rolling through the main security gate.
Orson stood in the bed of the lead truck, directing his masonry crew with booming shouts as cranes began unloading crates of high-grade granite-lined filter mesh.
"Orson is already replacing the intake screens," Fin watched the burly mason wave a wrench toward the pump house. "Those corroded lead grates are coming out today."
"The water in the lower districts will run clear and cold by tomorrow morning," Talla stood beside him, watching the workers swarm over the intake basins. "No sulfur, no chemical runoff, and no corporate kickbacks."
A group of seven municipal maintenance technicians in stained canvas overalls gathered near the main intake reservoir, watching the police vans drive away.
Fin and Talla walked down the central spiral staircase, emerging into the humid air of the lower filtration hall.
The senior maintenance foreman stepped forward, nervously twisting his cloth cap between his grease-stained fingers.
"Are the rumors true, Marshal?" the older worker asked, looking up at Fin with cautious hope in his tired eyes. "Is Krell really gone for good?"
"Krell is locked in a municipal cell, and his laboratory is sealed under two hundred feet of rubble," Fin told the gathered workers, his voice carrying clearly over the humming pumps. "Starting today, Halden House guarantees your wages, and you will never be asked to falsify another water test."
A collective murmur of profound relief swept through the maintenance crew, several of the older mechanics wiping tears from their weathered cheeks.
"We have wanted to replace those intake beds for three years," the foreman said, his shoulders straightening with renewed pride. "We can have the fresh sand and granite filters operational before the evening shift."
"Get to work," Fin shook the man’s calloused hand firmly. "District Two is counting on you."
A radiant blue system notification window expanded smoothly across Fin’s field of vision, chiming with crisp, musical clarity.

"Come on, Talla," Fin turned away from the glass, clipping the facility keys securely to his belt beside his hatchet. "Let us go down to the intake bays and help Orson set the new filters."
