Chapter 114: Controlling the Narrative
The deep vibration of the bronze gong echoed across the Grand Imperial Sovereign Hall, slowly fading into a tense silence.
Hundreds of delegates, guild masters, and high-ranking officials leaned forward in their tiered seats. Down on the circular debate floor, rows of polished granite desks filled up as the morning session officially began.
Up in Sovereign Box Four, Evren rested his forearms on the brass railing.
Beside him, Amber watched the arena with a cool, watchful gaze, while Zephyra stood half a step behind them, her hand resting naturally near her hidden whip-blade.
Across the open floor, Silas Drake and Elder Brandon Caldwell looked back at them from Sovereign Box One.
Drake’s expression was cold and arrogant, his gloved hands gripping the brass rail.
Evren didn’t pay him any mind. He kept his attention focused on the center of the hall, waiting to see how the High Council planned to open their game.
Down on the central platform, the overhead lights dimmed.
Grand Arbiter Kincaid stepped up to the imperial rostrum beneath the double-headed eagle crest. Wearing a heavy black-and-gold mantle over his boots, he stood with a stern, stone-like expression.
With a single wave of his gauntleted hand, the hall’s central projection arrays hummed to life.
A massive three-dimensional map of the Empire appeared in the air above the floor, rotating slowly for the entire assembly to see.
Twelve provincial sectors across the map flashed with bright crimson warning markers.
"Delegates of the Empire," Kincaid’s deep voice echoed through the acoustic speakers. "We are facing an unprecedented crisis."
He pointed to the dense clusters of red markers spreading along the northern and eastern borders.
"Over the past three weeks, dimensional thinning has accelerated at an alarming rate. Spontaneous tears are opening across twelve provincial sectors, and void beasts are pouring through the fractures in record numbers."
A low murmur rippled through the provincial seating rows.
Kincaid swept his eyes across the room, demanding complete silence.
"I want to make one thing crystal clear to every guild in this hall," Kincaid continued. "This is the Void Incursion."
He gestured toward the flickering red telemetry data.
"Space is tearing apart, and the beasts are surging through the cracks like floodwaters through a broken dam," Kincaid said. "And the only answer to this threat is unified defense," he declared.
Kincaid tapped the podium console, locking the regional map in place.
"The Imperial Ministry hereby moves for an immediate Wartime Mobilization Decree," Kincaid announced. "Every registered guild in the realm must be assigned to frontline defense sectors, and all surplus resources must be directed to the perimeter."
Before the delegates could even begin to process the decree, an older man stood up from the High Council benches on the main floor.
It was Elder Brandon Caldwell.
He wore an embroidered dark green tunic with silver trim, carrying himself with the relaxed ease of a man who owned half the commercial banks in the Capital.
Caldwell strolled up to the central speaker’s podium with a warm, grandfatherly smile on his face.
"Grand Arbiter Kincaid is a dedicated soldier, and we all respect his vigilance," Caldwell began smoothly in a light, conversational tone. "However, the High Council believes his telemetry paints an unnecessarily theatrical picture."
Several Capital guild masters and wealthy aristocrats in the lower tiers nodded along in agreement.
"Dimensional fluctuations happen every few decades," Caldwell continued, waving a dismissive hand. "Spikes in rift activity are perfectly normal."
He looked around the room, making eye contact with the wealthiest delegates. "If we declare an empire-wide wartime emergency today, do you know what happens tomorrow morning?" Caldwell asked.
He paused, letting the silence hang in the air.
"The Stock Exchange will collapse by noon," Caldwell said bluntly. "Investors will panic and pull billions in liquidity out of our banks."
"Real estate values across the Capital will crater, foreign merchant fleets will refuse to dock, and civilians will flood the supply stores in terror," he added.
Caldwell leaned closer to the microphone.
"A financial panic will destroy our Empire long before any void beasts reach our walls," he continued. "That is why the High Council proposes a more civilized approach."
Amber leaned closer to Evren with furrowed brows. "Here it comes."
"First," Caldwell announced, raising a finger, "we must control the narrative."
He looked up at the gathered delegates with an air of complete authority. "If we control what the public hears and knows, there won’t be false rumors, speculation, or civil unrest," Caldwell explained. "The citizens need stability, not fear."
He tapped a button on the podium, displaying a draft resolution across the viewing screens.
"The High Council introduces Resolution One," Caldwell said. "A total media blackout on all unverified rift activity outside the Capital’s inner defensive perimeter."
"News agencies and independent guilds will be strictly prohibited from publishing panic-inducing reports without prior Council clearance," he added.
Several provincial guild masters shifted uncomfortably in their seats, exchanging uneasy glances.
"And to ensure the populace remains relaxed and confident," Caldwell continued, his smile widening, "the High Council introduces Resolution Two."
He gestured grandly toward the ceiling.
"The All-Empire Awakener Gala and Exhibition," Caldwell declared.
A heavy silence fell over the arena.
Evren raised an eyebrow, watching the old politician closely.
"A two-week festival right here in the Capital," Caldwell explained proudly. "Televised duels between our premier guilds, victory parades, artisan banquets, and light shows."
"When the people see our finest Awakeners celebrating in the streets, they will know the Empire is completely secure," Caldwell finished.
For three long seconds, nobody on the floor made a sound.
Then, the provincial benches erupted into fury.
"Is this a joke?!" a burly guild master from the eastern border roared, slamming his heavy fist onto his stone desk.
"Our outposts are fighting off void beasts every single night!" another regional delegate yelled, leaping to his feet. "You want to throw banquets and stage carnival games while outer cities bleed?!"
"We can’t even get enough healing potions for our perimeter patrols, and you want to spend millions on fireworks?!" another voice shouted from the back.
Angry shouts and bitter protests echoed off the granite walls, filling the entire amphitheater with noise.
Caldwell stood behind the podium without losing an ounce of his composure. He simply waited, looking down at the shouting provincial masters like an adult watching unruly children throw a tantrum.
Up in Sovereign Box Four, Zephyra’s jaw tightened.
"They’re completely shameless," Zephyra whispered, her violet eyes flashing with cold disgust. "People are dying on the frontier, and they want to put on a circus."
"It’s classic politics," Evren said quietly, his tone calm and steady. "They want the citizens asleep so they don’t ask questions. Keep the crowds cheering while the oligarchs protect their own bank accounts."
Amber looked over at him. "Caldwell didn’t call this assembly just to throw a party. There’s another shoe about to drop."
"Watch," Evren murmured, nodding toward the podium. "He’s about to make his real move."
