Chapter 81: Unauthorized Shelter
Seraphina's Free Accord line turned white. Then it went rigid.
Seraphina had been trained for testimony since childhood, though her family had called it court etiquette. She knew how to answer only what was asked, how to protect a House without technically lying, and how to make inherited authority sound inevitable. Eleanor's questions gave her every opportunity to use those skills. She chose plain answers instead.
Eleanor noticed the pauses too. She stopped compressing the testimony into yes-or-no summaries and let Seraphina's full explanations remain attached to the record. It was a procedural choice, small enough that the System did not object and large enough to preserve context.
That choice was not comfortable. Each honest sentence weakened some piece of the structure that had raised her. Jace could see the cost in the way she paused before saying the Palace had never needed her authorization to shelter people. Deprogramming was less like discovering a lie and more like realizing how many true things had been arranged to support the wrong conclusion.

Seraphina crossed the plaza herself. No guard moved her. No chain appeared. The System simply opened a white square on the ground beside Avery's table and waited. She stepped inside it. Eleanor faced her.

"Did Jace take control of that structure without your authorization?"
"Yes."

Olivia stopped moving. Even Jace forgot the pain in his arm for a moment.

"Then your authority did."
"I used to believe that was the same thing."
The white square beneath Seraphina brightened.

"I thought territory existed because someone had to be responsible for it. Then I thought responsibility required authority. After that, ownership felt like the next logical word."
"And now?"
"Now I have watched people keep a place alive without belonging to the person protecting it."
The hearing paused. Eleanor's fingers moved once at her side.
"Did Jace's refusal to register tenants increase the Safe Zone's maintenance burden?"
"Yes."
"Did it place his own life at risk?"
"Repeatedly."
"Did it reduce the legal efficiency of the territory?"
"Yes."
"Then his method is less effective."
"No."
Eleanor's gaze sharpened. Seraphina finally looked at her.
"It is less efficient."
Silence spread through the plaza. Seraphina continued.
"You asked about effectiveness."
Avery's pencil stopped. Seraphina pointed toward the Safe Zone ledger.
"Two hundred thirty-one alive. Zero registered property. Fourteen Free Claims. No forced rent. No subject registry. The System's preferred model was more efficient."
Her voice lowered.
"It was not more effective at preserving what they wanted to remain."

Seraphina took her time.
"No."
Jace looked at her. She met his eyes.
"I would have registered them."
"Thought so."
"I would have called it responsible."
"And now?"
Seraphina looked toward the two hundred thirty-one people under the shield.
"Now I think I was wrong about what responsibility required."
