Chapter 77: The Auditor in White

The white light did not strike the Spire. It measured it. A narrow column dropped from the cloud cover and touched the center of the plaza without heat, thunder, or displaced air. The blue Safe Zone barrier passed through it untouched. James's barricades stayed standing. The wounded stayed wounded. Nobody screamed. Every System panel in Lower Manhattan went blank. Jace watched the Territory dashboard disappear above his stretcher.

Then the Free Claim network. Then the Anchor map. Then the title sitting behind his eyes.

THE UNCROWNED LANDLORD

Heir's Claim remained in him, but the fourteen active Free Claim lines went pale and unresponsive.

Jace reread the last line.

"Benefits are frozen. Bills still work."

Olivia Brooks stood beside his stretcher with a stack of paper records tucked beneath one arm.

"That may be the most realistic government you've encountered."

The white column narrowed. A woman stepped out of it. She wore no armor. That immediately made Jace dislike the situation more. Her clothing was white from collar to shoes, cut simply enough that it looked less like a uniform than a decision. Her dark hair was pulled away from her face. No insignia marked her chest. No weapon sat at her hip. She looked perhaps thirty-five, perhaps fifty; the System had polished away every useful clue.

Her eyes settled on Jace. Breach Sight answered before he asked.

Jace closed the scan.

"Unnecessary feels personal."

"It is procedural," Eleanor said.

The narrative has been stolen; if detected on Amazon, report the infringement.

Her voice was quiet. No amplification carried it, yet people across the plaza turned toward her. Olivia stepped forward.

"By what authority have you suspended this territory?"

Eleanor looked at her. The attention was complete without being aggressive. Jace had been stared at by killers, Collectors, terrified civilians, and people trying to decide whether he was their king. Eleanor looked at Olivia the way a scale looked at weight.

"The same authority under which the territory became legible."

"That isn't an answer."

"It is the controlling answer."

Avery Cole had set a folding table beside the throne platform before the white light finished descending. Paper ledgers covered it now: population counts, consent records, Free Claim decisions, Charge provenance, Abigail's handwritten witness notes. The System had frozen every official record. Avery kept writing. Eleanor noticed.

"You are duplicating information under review."

"I'm keeping information from disappearing while it's under review."

"No record has been deleted."

Avery looked toward the empty panels.

"No record I can inspect still exists."

Something changed in Eleanor's face. Barely. Her eyes moved from Avery to the paper ledger.

0 registered property.

14 Free Claims.

No central command authority.

The handwriting beside the official numbers was uneven because several different people had added to it. Eleanor reached toward the page. She did not touch it.

"Unofficial evidence," she said.

Olivia's mouth tightened. "Still evidence."

"Possibly."

"That word doing a lot of work."

"Most legal words do."

Eleanor turned toward the Spire. The blue barrier remained over the block, but its light had thinned where the Level 2 reinforcement had been suspended. The physical braces carried more of the load again.

Barrier Integrity: 61%.

Audit-adjusted effective defense: 49%.

No damage had occurred.

Twelve points of protection had simply stopped legally existing. James shouted from the north boundary as one of the blue support ribs faded. Crews moved beneath it with steel and concrete. Eleanor did not look toward them. Olivia did.

"You weakened the barrier."

"No."

"It just lost twelve percent of effective protection."

"I suspended a benefit whose validity has not been established."

"There are people under it."

"I am aware."

"You can see them?"

"Yes."

"And you understand what happens if the shield fails?"

"Yes."

Olivia waited for more. Nothing came. Jace understood then why Eleanor was worse than the Warden. The Warden had needed a cannon to make its argument. Eleanor only needed definitions. He pushed himself higher on the stretcher. Emma had threatened violence if he did that again, but Emma was currently outside the conversation and therefore temporarily powerless.

"What are you auditing?"

Eleanor faced him.

"You."

"Specific."

"You are Level 999 under a quarantine classification. You possess a disputed claimant signature, a forbidden bloodline record, an illegal title branch, unauthorized territory, fourteen protection relationships that reject ownership, one Accord without enforceable hierarchy, and a registered precedent the current System cannot reconcile."

"Busy week."

"Every action taken since the format failed on you is attached to the review."

Jace stared at her.

"Feels longer than that."

For the first time, something almost human reached her expression. Not amusement. Recognition that he had said something outside the expected format. It vanished. A white panel unfolded between them.

PRELIMINARY CLASSIFICATION REVIEW

Subject: Jace.

Current classifications conflict.

Available provisional categories:

ERROR

HEIR

WEAPON

CLAIMANT

RECOVERABLE ASSET

Olivia leaned toward him.

"Don't touch anything."

"Wasn't planning to."

Eleanor looked at her. "He may choose counsel."

"He already has counsel."

"Your territorial appointment is suspended."

Olivia held up her paper ledger.

"My mouth isn't."

Avery kept writing. Jace opened Breach Sight across the five choices. Every category had consequences beneath it. ERROR permitted correction. HEIR permitted succession review. WEAPON permitted containment. CLAIMANT permitted population-liability review. RECOVERABLE ASSET permitted transfer. Five clean boxes. Five different ways to decide who had the right to keep him.

He closed the menu.

"No."

Eleanor's eyes rested on the empty space where it had been.

"Refusal recorded."

Nothing struck him. No white chains appeared. No damage number moved. No one was restrained. Instead, another line entered the territory ledger.

VOLUNTARY SELF-CLASSIFICATION: REFUSED.

AUDIT ESCALATION: REQUIRED.

Olivia watched Eleanor carefully.

"That's it?"

"For this phase."

"You came down here, froze half the territory, and you're just going to stand there?"

"Yes."

"What happens if we tell you to leave?"

"You may."

Olivia blinked. Eleanor continued.

"The review will continue without my physical presence. Suspensions will remain. Unresolved classifications will advance automatically."

Jace looked past her at the people reinforcing a barrier the System had weakened without firing a shot. That was the trick. There was nobody to hit. No weapon to break. No attack to survive. Eleanor White stood in the middle of the Safe Zone with empty hands.

She did not attack anyone.
