Chapter 53: Street King
The tissue turned red before Jace finished taking it from the boy. Emma replaced it with folded gauze, pressed two fingers beneath his nose, and looked toward the people still cheering under the shield.
Madison's food count became the first real budget of the Safe Zone. The shield could survive on blood for a few more minutes. The people could not survive on symbolism. Somebody still had to decide how many meals remained and who needed them first.
"Everyone celebrating should take one step back from the patient."
Nobody moved.
Jace leaned his head against the chair. "Strong command presence."
"I am deciding whether to use it on you."
The blue barrier pulsed above the block.

The shield had survived for now. That was apparently enough time for every other emergency to remember its appointment. A woman carrying three clipboards and a canvas grocery bag pushed through the crowd.
"Madison Grant," she said. "I need someone to decide whether children eat now or after we know how many people are still coming."

Emma held the gauze in place. "How worse?"
"Twelve trauma kits. Four inhalers. Thirty-one doses of antibiotics, assuming nobody needs a full course."
"They will."
"I assumed that too."
The System opened a board over Madison's numbers.

She looked around the plaza. People were listening without pretending otherwise.
"Because when I tell someone their child gets one meal and not two, they ask who decided. Right now, every answer ends at you."
A second woman stepped from beside the medical line. She had been writing names on cardboard for families who did not want the System recording them.
"Then the answer should not end at him," she said.

Madison exhaled through her nose. "Then help."
They built the first rule on the back of a flattened cereal box. Children, injured people, and anyone working a physical shift ate first. Everyone else received equal portions. The rule expired in six hours unless the block approved it again. The System tried to record the decision.

Benjamin Ortiz came through the western doorway carrying two cases of bottled water. "King wants these at medical."
Jace lowered the gauze. "King wants you to stop calling him king."
Benjamin shifted the cases in his arms. "Madison said medical."
"Then Madison wants them there."
The System reacted.

"Use the name of the person who decided."
"What if nobody listens?"
Grace answered before Jace could. "Then explain the reason. A title is not a reason."
A crash sounded near the south barricade. One of the volunteer crews had found a man trapped beneath a fallen awning outside the safe line. The shield recognized the opening as an exit but refused to extend protection across it. Madison was moving before anyone asked. She dropped the clipboards into Grace's hands and pointed.
"Two people on the awning. One clears the path. Nobody crowds the doorway. Emma, I need space near triage."
The volunteers obeyed because the instructions made sense. The System tried to assign the action to Jace.

"You did not give one order," she said.

"I am not your staff."
"Even better."
The barrier dimmed.

Emma caught Jace's chin when his head dipped.
Madison stared at the number. "The food lasts longer than he does."
The crowd had gone quiet enough to hear the challenger tone pulsing through Jackson's radios. A man near the western shelter clutched a little girl against his chest. He looked at the shield, then at Jace, and fear chose the word before thought could stop it.
"Tell us what to do, King."
