Baron Enton added.
He was speaking the truth. Every pirate raid consumes manpower and resources. If a target isn’t rich enough, it’s simply not worth the effort.
"Finally, regardless of all that, I hope you will all remain vigilant and work together to protect the peace in Blue Whale Town."
Baron Enton concluded.
While Baron Enton, Vili, and the others were having lunch, on a large island overseas.
Massive ships were docked at the island’s pier. Their hulls were sheathed in iron plating, the exterior of which was densely covered with sharp barbs. Both the bow and stern sported two giant spikes, each three to five meters long. They looked like iron barrels bristling with weapons.
Beside the ships, guards in coarse linen patrolled back and forth. They carried long spears fashioned from harpoons, their blades rusty and stained with blood. Each one of them exuded a ferocious, murderous aura.
At this moment, at the center of the island, in a huge, simple stone house, a man and a woman sat before a round table.
"I greatly admire your courage and decisiveness, Yavira. Although your assault on Oyster City failed, you’ve emboldened all of us seafarers. For that, I’ll drink to you."
The speaker was a man in his forties with golden hair and deep blue eyes. His face was gaunt, his eye sockets deeply sunken, giving him a rather sinister appearance.
He downed the contents of his cup in a single gulp, his eyes sweeping almost imperceptibly over Yavira, the woman across from him.
Yavira’s brows knitted slightly, but she said nothing.
She appeared to be in her thirties. Her brown hair was pinned up, but a few strands had escaped to frame her face. She had a full figure, and a certain languor in her eyes that perfectly accentuated the aura of a mature woman.
"Casli, are you praising me, or mocking me for overreaching?"
Yavira gently tucked a stray strand of hair behind her ear.
Casli’s eyes narrowed, a slight smile playing on his lips. "Praise, of course."
Yavira chuckled. "In that case, how about we join forces? If your Green Tree Navigation Team and my Shell Navigation Team were to unite, we could make every coastal town tremble in fear."
The Green Tree Navigation Team and the Shell Navigation Team. If an outsider had been present, they would have immediately recognized the two.
Casli and Yavira were the supreme leaders of these two navigation teams—or, to be more accurate, Pirate Gangs!
Even before this winter, the Green Tree Pirate Gang and the Shell Pirate Gang were two of the most notorious Pirate Gangs on the seas.
They boasted large numbers, plentiful resources, and had even established an internal, militarized system of command.
With the arrival of this bitter winter, many smaller pirate gangs found their supplies insufficient for basic survival. They had no choice but to join larger, more powerful gangs. Seizing this opportunity, both the Green Tree Pirate Gang and the Shell Pirate Gang expanded their forces to an unprecedented scale.
This swelling of their ranks made the Green Tree and Shell Pirate Gangs’ need to raid coastal towns all the more pressing.
Such raids not only enhanced their reputations, attracting more small pirate groups to their banners, but also alleviated the resource pressure from their growing numbers.
This explains why coastal cities have been raided so frequently of late; these large Pirate Gangs were the driving force behind more than seventy percent of the attacks.
"Join forces?"

A cold glint flashed in Yavira’s eyes.
Casli looked surprised at her words, his eyes narrowing. "Are you joking, Yavira? It’s not a very funny one."
"I’m serious."
A cold expression appeared on Yavira’s alluring face.
Casli studied Yavira’s eyes carefully. After a long moment, he seemed to confirm that she wasn’t toying with him. "Alright, then. What’s your condition?"
Casli knew full well that in this world, nothing comes for free.
"I want Lumbar to pay a price he will remember for the rest of his life!"
Yavira’s tone was thick with killing intent.
’Lumbar?’
"You’re talking about Count Lumbar of Dawei Province?"
A flicker of shock and suspicion appeared in Casli’s eyes.
They had raided the coastal towns of Dawei Province more than any other region. Naturally, they knew a thing or two about its ruler, Count Lumbar.
"That’s him."
Yavira’s tone was ice-cold.
At this, Casli suddenly recalled the rumors about Yavira’s past.
Rumor had it that before Yavira became a Pirate, she had been the daughter of a wealthy merchant in one of the viscounties of Dawei Province. Yavira had become a Knight before the age of twenty. Afterward, banking on her striking looks and Knight Talent, she married the Viscount’s heir and bore him a son.

Yavira’s father-in-law had been careless and gotten entangled in the struggle for the Count’s succession. He decided to make an example of them, thereby cementing his control over the matter of his succession.
And the "chicken" he chose to kill was Yavira’s husband’s family.
Count Lumbar, on nothing more than a flimsy, transparent pretext, had her entire family massacred.
Her husband and son were also brutally killed. Only Yavira managed to escape. After enduring countless hardships, she fled overseas and became a Pirate.
After that, through her own strength and ruthless methods, she gathered a following, established the Shell Pirate Gang, and gradually expanded it.
And now, Yavira had become the powerful Pirate Leader she was today.
