Chapter 195: Convening a Meeting

Tears welling in their eyes, Old Blind and Old Jimmy stood rigid for a moment. They turned toward the white dragon on the throne, bowed deeply, and departed.

The white dragon cared about them.

But they knew their own limitations. Bound by their lack of innate talent, they were powerless to change anything, no matter how hard they tried.

Neither of them was a genius like Bucky Darkscale, whose natural talent alone could draw the attention of the White Dragon Lord.

In truth, the main reason they had reached their current positions was the White Dragon Lord's consideration for them as his earliest followers.

Watching the three murlocs disappear around the corner, the White Dragon Lord sighed. He could only hope that a miracle might happen within these twenty years.

Outside the doors, Bucky Darkscale parted ways with the other two murloc leaders. Old Blind and Old Jimmy were stationed at the main murloc city—White Scale City—while Bucky Darkscale was responsible for the defense of White Castle.

Returning to his office, Bucky Darkscale recalled the forlorn figures of his two colleagues. It left a bitter taste in his mouth, though that was quickly followed by a sense of relief that he still had time and opportunity.

Bucky Darkscale stared at his webbed palms and muttered to himself.

"Without becoming a legend, one is ultimately a mere ant..."

Two days later.

Kumlinge.

Atop Snowfall Peak, the White Dragon Lord gazed down at the bustling construction scene below.

On a plateau where more than half the mountain had been sheared away, the gnolls had already cleared most of the primeval forest that had grown there for ten thousand years, exposing the brown earth beneath.

Over a hundred Magic Tower construction workers sent by the Council were measuring the land's dimensions and discussing the layout of the Magic Tower.

From time to time, trolls carrying massive logs passed by these humans, walking to the edge of the plateau and rolling the timber down the steep slope.

Stripped of their branches, the logs tumbled down to the forest below, piling up into mountains of lumber.

Beside these towering stacks, another group of gnolls was busy felling trees, clearing the site for the construction of the capital.

Hovering in the sky above the chosen capital site, a gray dwarf prince held a pen and a set of blueprints, sketching and calculating. He was designing the layout for the City Wall.

The White Dragon Lord shifted his gaze toward the distant sky. A small speck was rapidly drawing closer; it was Willy, one of the four white dragons.

As he flew near, Willy immediately spotted the White Dragon Lord on Snowfall Peak and descended toward his older brother.

Thud!

Willy folded his wings, touching down on the snow beside Amos, and pulled out a pile of Dimensional Bags.

"Brother, I bought out all the stock at the Magic Association of Rowe Kingdom. They promised to transfer more from their other branches, but it will take some time."

The White Dragon Lord took the Dimensional Bags from Willy. They were filled with the magical materials needed to construct a Mage Tower. After sweeping them with his spiritual power, he nodded in satisfaction.

"Hmm, this should be about enough. Combined with our existing stock, these materials will keep Master Horace busy for a while."

The Master Horace the white dragon mentioned was the lead inscription master dispatched by the Council to construct the Magic Tower.

Willy clicked his tongue.

"Busy for a while? This batch of materials, plus what we already had, is enough to build five Mage Towers!"

The White Dragon Lord rolled his eyes.

"Those are ordinary Mage Towers. With our massive size, we naturally need a larger Mage Tower. Or what, did you want to rely on Polymorph just to go in and out?"

Willy's heart ached a little; after all, the gold had slipped right through his own claws.

"I just think Mage Towers burn through money way too fast! To finish building this one, I reckon we'll have to spend hundreds of millions, maybe even over a billion gold coins. And that's assuming we use points to pay the construction team's wages."

He just had to bring up the sorest subject.

The White Dragon Lord also felt a pang of heartache. The gold spent on this Mage Tower already exceeded the total expenses of White Castle since its founding, nearly eating up a third of the four dragons' combined savings.

But Amos knew that input was directly proportional to output. Such an astronomical investment would grant the Mage Tower immense combat prowess and supportive capabilities.

This Mage Tower would become a major guarantee for the white dragons to establish their foothold in Nordhill.

Taking Willy with him, the White Dragon Lord flew toward the group deep in discussion below.

When two massive behemoths landed nearby, it was hard not to draw attention.

The White Dragon Lord greeted the white-bearded elder standing at the very center of the twelve people.

"Master Horace, have you finished your deliberations?"

The white-bearded elder smiled.

"Councilor Amos, we have never built such a colossal Magic Tower before. This is a monumental challenge for us as well. Furthermore, we will still need some time to decipher the blueprints you provided."

Seeing the smile on the elder's face, Willy smacked his lips. This old fellow hadn't acted like this when he first arrived. Back then, he had been insufferably arrogant, acting as though the whole world owed him money.

But the moment his brother handed over that stack of blueprints, the old man was completely dumbfounded. His attitude took an immediate one-hundred-and-eighty-degree turn, though Willy still had no idea how his brother had managed it.

After all, Willy relied entirely on his dragon inheritance to cast spells; he couldn't understand a single page of those blueprints.

The White Dragon Lord nodded and handed over a dozen Dimensional Bags.

"There's no rush. You have plenty of time to digest and understand them. Here are the magical materials you need."

Horace wiped a bead of sweat from his forehead and accepted the Dimensional Bags.

Originally, as a Legendary Mage and a renowned inscription master in Nordhill whose enchanting services were sought after by numerous High-Tier Legends, Horace's arrogance was well justified.

But upon arriving at White Castle, the Magic Tower blueprints produced by the White Dragon Lord had dealt him a massive shock. Some of the complex magical knowledge contained within was difficult even for a genuine Legendary Mage and Grandmaster Rank inscription master like himself to grasp, let alone the other inscription masters.

The White Dragon Lord's profound knowledge had utterly conquered this haughty, scholarly mage.

After handing the materials over to the builders, the White Dragon Lord and Willy flapped their wings and departed.

A few days ago, after careful consideration, the white dragon had decided to integrate the magical Array diagrams from his inheritance into the Mage Tower's construction to further enhance the giant structure's defenses. He hadn't expected to reap an additional benefit—completely aweing this top-tier inscription master.

The White Dragon Lord and Willy returned to Snowfall Peak, where the white dragon could overlook the entire construction site and keep everything under his control.

Suddenly, the emotionless voice of Tower Spirit Seven rang out.

"Ding! Notice: Good afternoon, Councilors. Speaker Merlin is convening a meeting. Speaker Merlin is convening a meeting. Speaker Merlin is convening a meeting."

The White Dragon Lord raised an eyebrow. This was the first time the Council had convened a meeting since he obtained his Councilor's Badge.

Every time a Council meeting was called, it meant a major event was taking place that required the councilors to cast a vote. However, the Council did not force every councilor to attend.

Any councilor who did not attend was considered to have abstained.

It was just that, according to the agreement between White Castle and the Council, Amos did not yet possess voting rights. Even if he went, he could only watch the show.

Ultimately, unable to restrain his curiosity, the White Dragon Lord sent his spiritual power probing into the badge.
