The Speed Pirates originated from Grand Line and were lead by their captain, 'Speed', whom the pirate crew is named after. As for why the Captain is called Speed, is because he's a devil fruit user who ate Soku Soku no mi[Speed-Speed fruit].

Aside from him, there's another man in Speed pirates who's as strong as Speed, his brother, Luke. He's also a devil fruit user who ate Kilo Kilo fruit.

Both of them are very dangerous as they had a bounty of over 1 Billion, individually. With over 300 pirates under their command, they are really one of the Great pirates of the New World.

A pirate crew is called a Great pirate when their Captain or someone in their crew's bounty crosses the 1 Billion bounty mark.

Unlike in the original timeline, the concept of Yonko hasn't been introduced yet. All the strong pirates of now called 'the Great pirates'.

If Blaize isn't wrong, in another one or two years the World Government will introduce the concept.

Blaize knew why the World Government has to grant the Yonko title. It is to create chaos and at the same time, balance the power structure of the New World.

The Yonko concept will definitely create friction among the pirates as none of these Great Pirates want to be treated inferior to others.

The result will be, they will fight among themselves and destroy each other. A great plan from World Government to contain the pirates growing in the New World.

According to the intelligence, their ships were spotted near Greenhill Island. I want them apprehended or killed, I don't care about the process.

I am appointing you both for this task. Blaize, listen to Kuzan's orders on this one."
