Blaize, Regis, and Rosinante were relaxing on an uninhabited island located in the New World. As for Gion and other Marines, they went along with Vice Admiral Tsuru.

At first, Blaize planned to return to the Headquarters but due to stormy weather, he decided to stay here for a night and leave in the morning.

Just as he was prepared to leave, his Den Den Mushi rang. The call was from Fleet Admiral Sengoku. He attended,

"Even after all the evidence, capture, and my request, the World Government still announced Doflamingo as one of the Warlords of the sea.

He's exempted from the crimes and released even before he was sent to the Impel Down."

Hearing the news, Blaize was surprised a little. He anticipated the latter will be released but not this soon.

"I know how you feel but think from another perspective, even though Doflamingo's released we still prevented the Dressrosa from falling into his hands. Indirectly, you saved countless people's lives!"

Blaize chuckled. "Sengoku-san, I just do what I think is right. I don't care about other things." Even if he cares about it, it's not like he can change the World Government decision.

Mistakenly thinking Blaize is upset, Sengoku changed the topic. "I called you for another reason. It's about a new plan that's going to be implemented soon.

There's a reason why World Government introduced the 'Seven Warlords' system. It's to create balance in the world as even World Government finds the number of pirates growing every day threatening.

The New World is already in chaos with pirates rampaging everywhere. Even we, the Marines, one of the greatest forces in the world can't do anything about it.

That's why the World Government came with a plan: Four Emperors of the Sea. But don't mistake it for some official position given to the pirates by us.

We will release the news unofficially through Newscoo, listing Four great pirates with the highest bounty as Four Emperors of the Sea. Then..."

Before Sengoku could finish, Blaize spoke. "The pirates with high bounties will fight among themself for the position of Emperor while we just sit and watch the show."

"Yes,"

"It's a great plan, Sengoku-san."

"Right now, all the Great Pirates in the sea desire to become the Pirate King. After the introduction of the Four Emperors system, their objective will change.

But, there's also a risk in this. In the initial stage, we may benefit but once the Four Emperors fortify their position and starts to develop their force, we will be in trouble." Sengoku sighed.

"We will worry about the future later, Sengoku-san. Let's see what happens in the present."

"You're right. The New World will be in chaos soon, with our numbered soldiers it will be hard to suppress the pirates of New World.

Blaize, your strength is almost on par with the Admirals. I can't give you the title of Marine Admiral but I trust and have more faith in you than them.

Also, I am assigning you and your unit to the New World and you will be directly under my command from now on. Do you have any questions?"

"No. I can't wait to sail to the New World." Blaize excitedly spoke.

"Good! Come and meet me as soon as you reach the Headquarters." Sengoku told and ended the call.

Blaize then materialized a huge bird with his devil fruit abilities and flew towards the Marine Headquarters along with Regis and Rosinante.

As they traveled, he thought about the conversation he had with Sengoku. 'Four Emperors...'

Right now, there are three forces with supreme powers in the New World: Whitebeard pirates, BigMom pirates, and Beast Pirates. They are very strong, it's nearly impossible to defeat them.

The battle between the other great pirates will determine the Fourth Emperor. Blaize knew the one who will emerge as the victor is the Red-hair pirates but he also knew it won't happen anytime soon.

With his current strength, even if face an Emperor he can exchange some moves without getting defeated. But, it's not enough to fight them as equal.

His level of Haki is decent but falls short when it comes to Mastery. For example, Internal Destruction, Haoshoku infusion, Future sight.

After training in these techniques for some time, he knew the easy way to master them is by fighting. That's also why he was excited to sail the New World where all the strong people reside.

Blaize then looked at Regis and Rosinante. Since they will be traveling with him to the New World, they too need to work hard to improve their strength.

Both of them have learned the basic level of Haki but it won't help much when facing the strong pirates in the New World.

Rosinante is already a devil fruit user, he's still exploring his devil fruit after his guidance. His strength will improve once he combines it with his Observation haki.

As for Regis, Blaize plans on letting him eat a devil fruit. With the system's exchange function, he can exchange it for a good one. After much thought, he decided on the Kilo Kilo no mi eaten by Luke.

Since the other party is dead, the devil fruit is already in circulation. It won't be a problem to exchange it.
