He had long thought about it. If the 23 legions of the Humans and Angels were divided into 4 to 5 groups, it would indeed increase the rate at which they destroyed each Level 3 Civilization.

But on the one hand, it was useless. No matter how fast they were, they would need to wait for the Affiliated Civilizations to finish.

On the other hand, although the 4 or 5 legions were enough to destroy a Level 3 Civilization, they wouldn’t be able to guarantee that the loss they would incur would be kept to the bare minimum.
