It will always be important to have Sky Sovereigns in the city or at outposts. So just because there were few 5th stage armors didn’t mean that there would be a big scramble for them. It wasn’t possible for all the strongest people in the city to constantly go out and use their artifacts.
Since only a handful of experts could go out onto the battlefield, the current numbers were actually sufficient. Besides, not everyone there was a warrior, although they were willing to serve as one in times of need.
Vicente told the men to prepare for their departure at dawn, when he would lead the retaking of territory up to 30 kilometers from the borders of Dresbert.
