Sunblind Serpent: The Zodiac Without A House

Chapter 151: Weaponized Compliance

“Ophiuchus.”

Her fingers stopped over the terminal.

Marek almost sighed.

There it was.

He had experienced something similar at the Meridian Gate, so the reaction wasn’t surprising anymore. The clerk read the field twice, checked his First Entry Writ, then opened another section of the registration system.

“House affiliation?”

“None.”

The clerk glanced toward Rhovan, which Marek caught at once. Rhovan seemed to notice it too, though neither of them interrupted while she continued through the registration.

When she asked for his Continuity Witness, Rhovan stepped forward and confirmed only that Newton Machiavelli was the same person who had entered Metrava Prime under his travel group. He said nothing about Marek Vale, Linden City, Tomas, Amara, Mara, Mercer, or anything connected to the Exhibition Center.

Once the declaration was recorded, Rhovan stepped away, and the clerk returned to her terminal.

A few seconds later, her expression tightened.

Marek had already seen enough of that reaction since arriving in Metrava to know what it usually meant.

“Is there a problem?” he asked.

She read whatever had appeared before answering. “Your declaration has been placed under Enhanced Jurisdictional Review.”

Eren looked up from the document in his hands, while whatever amusement Rhovan had been carrying disappeared from his face.

“Why?” Marek asked.

“Your registration doesn’t include a recognized sovereign House guarantor.”

Marek frowned. “I don’t have a House.”

The clerk explained that this was part of the problem. Ophiuchus had no central House registry, and Earth’s civil records could not yet be verified through the same channels used for older Worlds. Because of that, she said his application may require additional jurisdictional review.

Marek caught the word. “May?”

The clerk hesitated, and Eren moved closer to get a better look at the information displayed on the terminal.

“Which regulation requires an Ophiuchus applicant to provide a sovereign House guarantor?” Marek asked.

She opened another section of the system and began searching. Marek let her look without interrupting, since arguing before she had even found the rule wasn’t going to accomplish anything.

After a while, she read from what she’d found. “The review applies when an applicant’s jurisdictional standing requires additional verification.”

“That’s not what I asked.” Marek kept his voice normal. “Which regulation says I need a sovereign House guarantor?”

The clerk looked back at the screen, and this time she took longer to answer.

Rhovan had moved beside Eren and was watching the exchange without interfering.

That was probably for the best.

If Rhovan joined in, Marek suspected the discussion would somehow become twice as long and involve at least one lecture about laws written by people who had died several Continuances ago.

The clerk tried another explanation. “Your circumstances fall outside the usual House registration structure.”

“Would an Earth-born Libra be placed under the same hold?”

The clerk did not answer.

“Taurus?”

Again, nothing.

Marek nodded once. “Put the reason for the hold in writing.”

That finally made her pause. She looked back at the terminal, then at the notice attached to his registration, as if the request had turned a vague procedure into something she now had to justify.

Eren leaned closer to Marek. “Written administrative reasons can be reviewed.”

Marek glanced at him. “You read that somewhere?”

“Three forms ago.”

The clerk entered several things into the terminal, attached the reason for the hold, then requested a review.

They were directed toward a smaller waiting area near the Civil Standing section. Marek expected the process to take hours after seeing how many people were in the building, but the written review moved faster than he thought.

Kellan used the time to complain about being hungry. Dario offered him some of what he was eating.

Kellan asked what it was.

Dario looked down at the wrapper. “I don’t know.”

Kellan lowered his hand. “Then why are you eating it?”

“It tastes good,” Dario replied.

Marek’s attention kept returning to the words Rhovan had spoken earlier.

May the Coil recognize the Reference I now bear.

Reference.

The Case-Script had called that unknown language a Reference Language.

Then, it had detected a Self-Reference.

Now, Rhovan had spoken about a Reference he somehow bore.

Marek had no idea whether those things were connected or whether he was forcing meaning onto similar words because he had nothing else to work with.

Before he could think about it much longer, his registration number appeared on the wall display.

A reviewer from the Civic Balance Bureau met them in a small office near the main registry.

The entire review lasted less time than the wait.

She examined Marek’s First Entry Writ, the registration requirements, Rhovan’s witness confirmation, the written reason for the hold, and several comparison records the system had already pulled.

Then, she looked toward the clerk who had submitted the review. “No sovereign House guarantor is required for ordinary external-resident standing.”

The clerk nodded once.

The reviewer turned toward Marek. “Your origin requires verification. Your entry already provides that verification. Your Sign classification does not create an additional guarantor requirement.”

She approved something on the display. “Absence of a House is not absence of standing.”

The matter ended there. Nobody gave him a speech or tried to turn the correction into some grand gesture. The hold was removed from his declaration, and the registration continued.

Marek preferred that.

Less than an hour later, he received his Standing Card.

It was thinner than he expected and heavier than something that size should have been. The surface changed slightly when tilted beneath the light, revealing several security markings beneath the ordinary text.

He read the front.

NEWTON MACHIAVELLI

ORIGIN: EARTH

RESIDENCE WORLD: METRAVA PRIME

JURISDICTION: COURTSPIRE

STATUS: REGISTERED EXTERNAL RESIDENT

HOUSE AFFILIATION: NONE

Marek turned it over.

There was more information encoded inside the card than what appeared on its surface, including his civil number, biometric authentication, voice signature, lawful residence, and entry continuity.

There was no mention of Marek Vale, Tomas, Amara, Mara, Project Meridian, or anything concerning his Cycle, Degree, Space Authority, or the Case-Script. The card contained only the identity the Prime Continuum knew him by.

Newton Machiavelli.

Rhovan leaned over his shoulder. “You’ve been staring at that thing for a while.”

Marek slid the card away from him. “I spent half the day convincing your side of the world that not having a House doesn’t mean I don’t exist.”

Rhovan raised an eyebrow. “My side?”

“You’re the one who brought me here.”

Rhovan smiled.

Marek looked at the card again.

The First Entry Writ had been enough to let Newton Machiavelli through the Meridian Gate. It proved that he had entered Metrava Prime lawfully and gave him somewhere to begin.

This was different.

He could open accounts under this name now. Sign contracts. Apply for licenses. Rent or own things later if he needed to. Travel through systems that required civil standing without explaining himself from the beginning every time.

More importantly, if someone searched the ordinary records for Newton Machiavelli, they would find Newton Machiavelli.

Not Marek Vale.

For the first time since arriving in Courtspire City, one of the problems Rhovan had insisted they solve before searching for Tomas was finally gone.

Marek placed the card inside his wallet.

Rhovan noticed the change in Marek’s expression as they started walking toward the exit.

“So,” Marek said, “we have somewhere to stay, I can speak the language, and now I have permanent civil standing.”

Rhovan looked at him for a moment. He already knew where this was going.

They stepped outside the Civil Standing Center, where Courtspire continued around them without paying any attention to what had just happened. Vehicles moved through the government district while public displays shifted between announcements and streams of people crossing the surrounding plazas.

Marek stopped near the top of the stairs. “We’re done with the things you wanted us to handle first.”

Rhovan nodded.

Marek slipped one hand into his pocket, feeling the edge of the Standing Card inside. “Then, let’s start looking for my dad.”
