Ning couldn’t help but be surprised that there was someone in this world who could genuinely have Rank 10 potential in their power. That was a level that could threaten the entire world.
“And it’s a child?” he asked.
<Yes>
Ning had more questions to ask, but he first had to finish his conversation with the lead tester before him. He talked for a while longer, and it seemed that aside from just getting to know someone with a Rank 9 power, the man also wanted to ask if he was willing to get tested some more—this time especially to figure out how it was that someone reawakened.
Since Ning hadn’t exactly done that, he refused.
“We’ll have your new citizenship card prepared very soon. In the meantime, you can visit any of the training arenas to prepare for your travel license,” the man said.
“Travel license?” Ning asked.
“Yes. Anyone with a transportation ability is required to get it,” the man said. “Since you can fly, you will have to get it too. I would warn you in this instance that it is extremely hard to get the license, but given your potential, I doubt you will have to worry.”
“Are you saying that I can fly around the city and not be breaking any laws?” Ning asked. “If so, when do I take the trial?”
“Your coach in the training facility will have to give you permission before you take the trial.”
Ning nodded. He went through his memories, trying to think of where the training facilities would be. From what he remembered, there were two government facilities on the northeastern side and the southwestern side of the city.
However, the better ones were usually private facilities at the edge of the cities, run by some rich hero agencies most of the time.
“It’s okay if I use some private training facilities too, right?” Ning asked. “Those coaches count too.”
“Any official coach counts,” the man said.
“Thanks. Anything else I need to know about? If not, I will be leaving.”
The man thought for a moment and shook his head. “We’re more or less done. Oh! Your rank and test information will inevitably be sent to many different people, so you should soon be bombarded with phone calls or direct visits. I would prepare for that.”
Ning chuckled slightly. “Thanks for the warning.”
He left the man, walking outside back into the public. He wondered if he wanted to be a hero or not. Considering the ripple he had just made in this society, he would soon see it propagate far too widely for him to hide away.
Looking at the sky, Ning realized that it was past noon already. He had to wait for quite some time inside. The day was cooler though, despite the sun being out, so Ning took a stroll out of there.
As he walked, his thoughts returned to what the System had told him.
“Tell me about this child. Does he really have a Rank 10 potential?” Ning asked.
<The child’s power surpasses even Rank 10. But because there are no higher ranks, he is Rank 10.>
That surprised Ning even more than he was expecting.
“If I am Rank 9, and there’s no upper limit, what would you say his rank is?” Ning asked.
<Rank 14. But if we were to follow the tester’s thought process, then it would still come down to around Rank 10.>
Ning paused in his steps, causing a goblin behind him to stumble into him. After quickly apologizing to the goblin, Ning stepped to the side, away from the sidewalk, and waited for the System to explain some more.
<Jun’Tal, the 15-year-old boy, has the power to turn water into pure energy.>
Ning’s eyes widened slightly when he heard the System’s words, and then fully widened when he realized the ramifications of such a power.
“Pure energy?” Ning asked. “Does such a thing even exist?”
<Not really. Any pure energy gets quickly turned into heat and light, as well as minute amounts of radiation.>
“That is to say, the young man is a walking bomb,” Ning said, gulping a little in surprise. “How strong is he right now? How much water can he convert?”
<He has yet to use his power, but he can convert any amount of water in close contact with him into energy.>
“What does that mean in terms of danger?” Ning asked.
<It’s an apocalyptic level of power. He could turn a single glass of water into enough energy to destroy cities. His mass-to-energy conversion ratio is over a hundred times higher than what can be achieved in this world through its current level of nuclear fission technology.>
“And they’ve got nuclear bombs,” Ning said with a frown. “What about the kid himself? Is he immune to what he does?”
<To a certain level. His physical resistance to heat and kinetic force is the greatest in this world, but at a certain level, he won’t be able to remain unhurt.>
“What about the radiation levels? Not that it would matter in the first place, but what’s the fallout like if the kid does do something?” Ning asked.
<It’s not harmful.>
“Hmm.”
Ning considered what he could do with the kid. He had to get rid of this threat somehow; otherwise, this world could be doomed.
“Where is this kid?”
<In a northern city in Bronveria.>
“That’s nowhere close to here,” Ning said. He could teleport there right away, but that would likely notify Tritus that something was wrong. He had already teleported once before, so he didn’t want to do it again.
“Keep an eye on the kid for now,” Ning said. “Let him live a normal life for now. But if he does somehow end up using his power, let me know immediately. And have a method prepared to contain the destruction.”
<Understood.>
Ning started walking again, understanding now why the System had given the power such a high rank. The power the boy contained within him was truly unimaginably dangerous.
