The cage restructuring began on the thirteenth day.

Silas descended with Sable and Mira. Mira could not hold the Crown's provision from the cage — the distance was too great, the binding too thin. The Crown's provision would be unattended during the restructuring. The reserve's supplementation would hold the provision's demand. The crack would not advance — the reserve covered the shortfall. But the provision would not have the Lawkeeper's stabilization. The provision would hold on its own, or it would not.

Mira came anyway. "If the provision cracks while I am at the cage, I will feel it. The binding does not require proximity for the maintenance function to sense the provision's state. I will know if the crack advances. If it advances, I return. The cage restructuring pauses. We stabilize the provision. We resume."

"The restructuring cannot be paused," Sable said. "The cage's channels will be open during the modification. If the restructuring pauses, the open channels flood. The source's production runs uncontrolled. The waste increases. The system destabilizes. Once the restructuring begins, it must complete."

"Then the restructuring must complete before the crack advances," Mira said. "How long?"

"Six hours. The cage's channels are fewer than the provisions' — the architecture is simpler, older. The erosion is severe but the channels are large. The repair is widening and smoothing, not rebuilding. Six hours of continuous coordination."

"Then the provision must hold for six hours without the Lawkeeper. The reserve must supplement for six hours without the Iron Merchant's direct management. The crack must not advance for six hours."

"Vargan will manage the reserve from the chamber," Silas said. "The Iron Merchant's authority extends to the iron flow. Vargan can direct the reserve's introduction from the chamber while we are at the cage. The supplementation will hold."

They descended. The three-hour passage. The narrowing walls. The first engineer's marks. The cage's lattice appearing in the dim light — the provision channels surrounding the source's density, the iron flowing in its continuous loop, the erosion visible in the worn stone.

Silas placed his hands on the lattice.

[SYSTEM ALERT — CAGE RESTRUCTURING INITIATED — COORDINATOR DIRECTIVE — SOVEREIGN CONFIRMATION: RECEIVED — TARGET: CAGE CHANNEL ARCHITECTURE — OBJECTIVE: EROSION REPAIR, FLOW EFFICIENCY INCREASE]

The cage's architecture rose into his awareness. The structure was vast — simpler than the provisions, but deeper. The provisions were administrative. The cage was foundational. The cage's channels were the old law's roots, the channels through which the source's production reached the provisions. Every provision's iron had passed through the cage. Every institution's structural support had flowed through these channels. The cage was the continental architecture's foundation.

The erosion was everywhere. Nine centuries of continuous flow had worn the channels smooth — too smooth. The iron flowed too fast in the worn sections, too slow in the narrow ones. The flow was uneven. The uneven flow wasted iron — the fast sections lost iron to friction, the slow sections lost iron to stagnation. The cage delivered less than it received. The difference was the waste.

Silas directed the repair.

The directive was structural — widen the narrow sections, texture the smooth sections, restore the original flow pattern that the first emperor's engineers had designed. The old law's architecture resisted. The cage's resistance was different from the provisions' resistance. The provisions fought. The cage held. The cage's resistance was the resistance of a foundation — the refusal to change because everything above depended on the current state. The cage did not fight the directive. The cage refused to move. The cage's nine-century inertia was the inertia of the thing that held everything else up.

Sable guided. "The western channel — the erosion is deepest there. Widen the channel by twelve percent. The flow will even out. The friction loss drops. The iron that was being lost to the worn surface returns to the flow."

Silas widened the western channel. The architecture resisted. The stone did not want to move. The old law's structural language — the allocation patterns, the flow directives — pushed against the modification. Silas held the directive. The channel widened. The flow shifted. The iron that had been lost to friction returned to the channel. The delivery increased.

"Eastern channel," Sable said. "The stagnation point. The channel narrows here — the erosion created a bottleneck. The iron pools. The pooled iron cools. The cooled iron does not flow. Widen the bottleneck. The pool drains. The flow resumes."

Silas widened the bottleneck. The pooled iron — the stagnated, cooled iron that had been sitting in the bottleneck for years, decades, perhaps centuries — began to move. The movement was slow. The cooled iron was dense. The dense iron pushed through the widened channel and re-entered the flow. The flow's temperature evened. The delivery increased further.

Hour by hour, Silas repaired the cage. Each channel. Each erosion point. Each stagnation. The work was meticulous — the precision of a man who had spent his first life restructuring corporations and his second life restructuring provisions. The skills were the same. The diagnosis of flow. The identification of waste. The careful modification that reduced the waste without destroying the structure.

At the fourth hour, the cage's resistance changed. The foundation's inertia — the refusal to move — began to ease. The cage's architecture was accepting the modifications. The channels were wider. The flow was even. The iron that had been lost to friction and stagnation was returning to the flow. The cage was delivering more.

[SYSTEM ALERT — CAGE RESTRUCTURING: 67% COMPLETE — FLOW EFFICIENCY: +18% — WASTE: −22% — SOURCE EFFECTIVE OUTPUT: INCREASING]

The source's effective output was increasing. The source was not producing more. The cage was wasting less. The difference reached the provisions. The provisions received more iron. The system's demand was met with less strain. The source's production — the tired, nine-century production — was sufficient because the cage delivered what it produced instead of wasting a third of it.

At the sixth hour, the restructuring completed.

[SYSTEM ALERT — CAGE RESTRUCTURING COMPLETE — FLOW EFFICIENCY: +31% — WASTE: −34% — SOURCE EFFECTIVE OUTPUT: +24% — CROWN'S PROVISION STATUS: STABLE — CRACK: RECEDING]

The crack was receding.

Silas lifted his hands from the lattice. The binding released. The cage's architecture held its new state — the wider channels, the even flow, the reduced waste. The source's density shifted in the center of the lattice. The awareness — the river-in-its-banks awareness — changed. The source felt the difference. The cage delivered what it produced. The source's production reached the provisions. The source was not working harder. The source was working less. The cage's efficiency meant the source could produce less and the system could receive more.

The source was resting. Not freed. Not released. Resting. The cage's repair gave the source what freedom could not: the reduction of waste that let the source produce less while the continent received more. The source's tiredness — the tiredness that was not the source's but the cage's — receded.

Mira felt it. From the cage's edge, where she had stood for six hours, watching the provision tablets' glow through the binding's remote connection, she felt the Crown's provision's crack recede. The crack that had been advancing for weeks — third stratum, the slow propagation, the not-enough — was receding. The provision was healing. The iron that the repaired cage delivered reached the provision. The provision's demand was met. The strain dropped. The crack closed.

"It is healing," Mira said. Her voice was different. The tremor was still there — the binding's cost, the weeks of holding. But the voice was lighter. "The Crown's provision. The crack is closing. The third stratum is sealing. The provision is accepting the increased flow. The iron is reaching the core."

Sable read her instruments. "The Crown's provision's crack has receded to the second stratum. The third stratum is sealed. The propagation has stopped. The provision is stable. The provision is healing."

Silas looked at the cage. The lattice. The source. The repaired channels. The even flow. The old law's foundation, nine centuries old, restructured in six hours. The foundation held. The foundation was stronger. The waste was less. The source rested.

They climbed. Three hours up. The chamber's glow appeared — brighter than before. The provision tablets hummed at a higher frequency. The iron that the repaired cage delivered reached the provisions. The provisions were fuller. The system was stable. The system was healing.

Vargan was at the casks. The Iron Merchant looked at the provision tablets. The flow had changed. The reserve's supplementation was still entering the system, but the system needed less of it. The cage's repair meant the source's production was sufficient. The reserve was no longer necessary for stabilization. The reserve was surplus.

"The reserve can be held," Vargan said. "The system does not need it. The cage's repair reduced the waste. The source's effective output covers the demand. The reserve is not being drawn. The reserve can be stored for future need."

"Hold it," Silas said. "The cage is repaired. The system is stable. But the continent is not. The Council's framework. The emperor's army. The chanceries. The reserve is the Crown's insurance. Hold it."

Silas climbed to Ravena. The study. The sovereign. The woman who had confirmed the cage's restructuring, who had sent the coordinator to the cage, who had waited while the restructuring completed.

"The cage is repaired," Silas said. "The source's effective output increased by twenty-four percent. The waste decreased by thirty-four percent. The Crown's provision is healing. The crack is receding. The system is stable."

Ravena looked at him. The sovereign's expression was the expression of a woman who had bet the throne on a restructuring and had won.

"The emperor," Ravena said. "The thirty days. The test."

"Day thirteen. The cage is repaired. The source's effective output has increased. The emperor's observers will confirm the increase. The emperor's test is passed. The army withdraws."

"And the Council."

"The Council's framework is parasitic. The diagnostic is public. The institutions are reviewing. The cage's repair means the old law's iron is more abundant. The institutions that severed their provision links did so because the iron was thin. The iron is no longer thin. The institutions have a reason to return."

Ravena stood. The study was quiet. Below, the provision tablets hummed. Below that, the source rested in its repaired cage. Below that, the mountain held it all.

"The century," Ravena said. "The renewed bargain. The coordinator cares for the system. The system is cared for. The source rests. The provisions heal. The institutions function. The cage holds."

"The cage holds," Silas said. "The cage is not dismantled. The cage is repaired. The source is not free. The source is cared for. The bargain is kept. The century has begun."

Ravena nodded. The nod of a sovereign who had heard enough. The nod that confirmed.
