The Council of the Provisional Authority received the designation's transmission through the four Directorates.

Compliance, Registration, Infrastructure, and Oversight — each Directorate governed a section of the old law's administrative surface. The Directorates were the old law's civil service. The Council governed the Directorates. Five members: one representative per Directorate, plus a chairman who held no Directorate affiliation. The chairman was the tiebreaker. The chairman was Osric Dann. Seventy-three, thin, precise, forty years in the Council. "The provisions have been reconfigured," said Halvet, Compliance's representative — twenty years of service, flat affect, career bureaucrat. "The reconfiguration originated from the Sunless Throne. The old law has a coordinator. The coordinator is the Courtier at the Sunless Throne — the person the Crown has been hosting for six months. The person whose system we have been monitoring since the foreign audit."

"We did not know the person was the coordinator candidate," Osric said.

"The old law does not reveal candidates. The old law announces coordinators. The announcement is what we are receiving now."

Torr, Registration's representative — large, slow-speaking, meticulous — spoke next. "Registration propagated the designation to every registered institution on the continent. Results: six stabilized, twenty-three destabilized, four non-responsive. The non-responsive are the ones with registration firewalls — the Dawn Assembly, the Iron Gauntlet, the Free Cities Trade Council, and the Holst Shipping Company."

"Vargan's company has a firewall."

"The Iron Merchant's structure. The shipping company's standard registration is a shell. The coordinator cannot reach the Iron Merchant through the registration network. The coordinator can direct the provision channel — 70% of iron supply. The Iron Merchant's direct channel — 30% — is beyond the coordinator's authority."

Serit, Infrastructure's young representative, spoke. "The reconfiguration added new clauses to several infrastructure provisions. The most significant: the religious provision review. The clause allows the coordinator to review religious-institution registrations. The Dawn Assembly is directly affected. If the coordinator invokes the review and the old law determines the Dawn Assembly does not qualify as a religious institution, the registration reverts to standard. The Dawn Assembly becomes subject to the coordinator's full authority."

Osric made a note on paper — Osric did not trust digital records. Paper could be burned. "Oversight."

Garric spoke. The oldest member, forty-six years of service, spoke rarely. "Oversight predicted the parameter failure. Oversight predicted the provision drift. Oversight did not predict the designation. The designation invalidates Oversight's models. The models assumed the old law would continue degrading without a coordinator. The degradation would accelerate. The institutions would destabilize. The continental framework would collapse within months. The coordinator's removal is a matter of the source."

"The source can release the binding," Halvet said. "The source is alive. The source responds to the Iron Merchant's direct channel. If Vargan persuades the source to release the coordinator's binding — "

"Vargan's commercial empire is being stripped by the coordinator's provision direction. Vargan has motivation. Vargan has the direct channel. Vargan is the path."

"Vargan is also a rival. Vargan wants the continental authority for himself. If Vargan removes the coordinator, Vargan does not hand the opportunity to the Council."

"Then the Council needs to reach Vargan first. Propose a partnership — the Council's administrative apparatus plus Vargan's material power. The combination replaces the coordinator's triangle with a structure the Council controls."

Osric made a final note: "Contact Vargan Holst. Propose partnership. Condition: coordinator's removal via source. Timeline: before Lawkeeper succession completes."

The session ended. Osric walked to his office — a small room off the chamber, furnished with a desk, a chair, and a window onto the Provisional Authority's compound in the neutral territory between the Crown's domain and the Dawn Assembly's provinces. Not Crown. Not Dawn Assembly. Between.

Osric composed a letter to Vargan Holst. The letter did not mention the coordinator's removal. The letter mentioned "cooperation in the management of the continental framework" and "shared administrative and material interests." The letter was polite, formal, and said nothing directly. The letter said everything indirectly. Vargan would understand. Vargan read between lines.

The letter was sealed with the Provisional Authority's stamp — a circle with four quadrants. The letter went by courier to Thessara.

The Council's move was made. The move was a letter. The letter was a partnership proposal. The partnership's purpose was the coordinator's removal. The coordinator's removal was the path to the Council's ascension. The window was closing — the Lawkeeper succession was in progress, the coordinator was learning to direct the provisions. The Council needed to move fast.

Osric looked at the window. The compound spread outside — administrative buildings, bureaucratic housing, the Council's small kingdom. The kingdom needed to grow.
