Chapter 198: The Iron Merchant's Response
Vargan Holst learned about the designation on the thirty-sixth day, twelve hours after it completed.
The Iron Merchant felt it through the iron. Vargan was in his Thessara office — the trading house on the port district's main street, overlooking the harbour. From the window, Vargan could see the fourteen stranded ships sitting in Thessara's port since the shipping suspension. The ships were a message. The message said: the Iron Merchant controls the flow.
Vargan was reviewing iron shipment ledgers when the iron changed. A 3% reduction in the volume flowing through the old law's provision channel. Vargan had been tracking iron flows for twenty years. The Holst family for six centuries. A 3% shift in a single morning was unprecedented. Someone had directed the provisions to reduce the surplus.
Vargan sent for his chief iron analyst. Petra arrived in twenty minutes — a thin woman who had served the Holst family for fifteen years and could read iron flow data the way a navigator reads stars. Petra reviewed the ledgers. Her face went pale.
"The provision channel has been redirected," Petra said. "The surplus allocation — the excess iron flowing to our commercial network — has been reduced. The reduction is not seasonal. It is directional. Someone has become the coordinator."
"Who?"
Petra hesitated. The hesitation was not ignorance. It was the reluctance to say the answer to a man who would not want to hear it.

The financial weapon is frozen."
Vargan turned from the window. The Iron Merchant's face was composed — no anger visible, no frustration. The composure was the composure of a man who had been racing for months and who had just learned that the race had changed. The race was no longer between Vargan's commercial empire and the old law's degradation. The race was between Vargan's commercial empire and the coordinator's direction.

"30% is enough to maintain existing operations — the shipping lines, the existing credit terms, the current commercial footprint. 30% is not enough to continue the credit squeeze. 30% is not enough to fund the Free Cities expansion. 30% is not enough to absorb more financial institutions."
Vargan was quiet. The quiet was the Iron Merchant's thinking mode — the silence that preceded a decision. Vargan had been building the commercial empire to establish the Iron Merchant's authority as the continent's dominant financial and material power before the coordinator's designation stripped the Iron Merchant's operational role. The designation had happened. The coordinator was active. The provisions were being directed. The Iron Merchant's operational role was being superseded.
But the Iron Merchant still had the direct channel. The direct channel was 30% of the iron supply. The direct channel was beyond the coordinator's authority. The direct channel connected the Iron Merchant to the source directly — a relationship older than the old law, a relationship that would exist after the old law.
"The source," Vargan said. "The source is beneath the Sunless Throne. The source is where the coordinator is standing. The source produces the iron. The source is the foundation of everything. The source is the prize."
Petra looked at Vargan. The analyst understood where the Iron Merchant's thinking was going.

As the person whose family has been connected to the source for six centuries. The coordinator is new. The coordinator does not understand the source. Petra's face was carefully neutral. The analyst had served the Holst family long enough to recognize when the Iron Merchant was making a strategic pivot and when the Iron Merchant was making a desperate gamble. This was both.
"Send a message to the Sunless Throne," Vargan said. "Request an audience with the Courtier. The request invokes the operational triangle's diplomatic protocol. The protocol requires the coordinator to grant an audience. The protocol is part of the old law's provisions. The coordinator cannot refuse without violating the provisions the coordinator is supposed to direct."
Vargan composed the message — polite, formal, carrying six centuries of authority.
