Miles wasn’t entirely reassured about Lin Miao, but at least the other’s life was in her hands, and hackers could decipher some of his thoughts through radio signals.

Based on Song Zhaomei’s reactions, Lin Miao recruited retired veterans out of concern for his personal safety, mistrust of military technology and the federal government. He hoped to assemble veterans for some security and also maintain law and order in construction zones, handling gang issues, which is perfectly understandable.

"That’s still no excuse for recruiting private soldiers."
"Your security and city safety are contracted to military technology. At no point is it your concern to worry about the New American Federation’s military affairs?"
"Not my concern?"
Lin Miao sneered,
"I was shot at as soon as I arrived in Washington. Is that what you call nothing to worry about? Military technology has probably been infiltrated by Europeans like a sieve, hasn’t it?"
"If your people truly have skills, then New America’s internal traffic security must be stable, right? The logistics goods loss rate must be low, right?"
"And as for private soldiers, stop speaking nonsense. Those are loyal patriots of the New American Federation. They have only one allegiance, and that is to Miles, President Mai!"
Currently, New America doesn’t have much partisan struggle. The House of Representatives is basically dominated by military technology, with others fragmented and unable to rally against military technology, having to rely on the president.
This is why Elizabeth, Donald, and Miles can sit in their positions for decades without stepping down.
As long as military technology can be pressed, Miles generally wouldn’t say much, just go all out and confront them.

Lucas wanted to retort about why they should care about security when they never managed it.

Seeing Lucas’s spirit suppressed, Miles’s displeasure towards Lin Miao also dissipated.
The more Lin Miao and military technology’s stance is antagonistic, the more enemies there are, the better. Ideally, the whole world will go against Horizon, and Lin Miao will find no one else but Miles to rely on for protection.

Miles said,
"About recruiting retired soldiers, I will have someone activate the veteran assistance fund. I will personally donate the first 50,000 US Dollars, and then let companies from each state donate together to pay for their wages and medical insurance."
