Chapter 159: The Toad Sage Returns
Tonbo detected a large chakra signature on the roof of a public bathhouse.
The signature remained still above the women's side and used Transformation to blend with roof tile. Tonbo approached under Unseen Presence, found a white-haired man observing through a gap, and activated the bathhouse privacy alarm.
The seal existed because shinobi could bypass ordinary walls. Customers received notice at entry; observation spaces were screened; emergency staff could trigger coverage without entering bathing rooms. Tonbo used the system already agreed upon instead of shouting details that would expose people further.
A sealed screen covered the open section of roof. Staff whistles sounded from three exits. The people bathing received instructions to move into enclosed rooms while guards climbed toward the observer. The transformed tile became a small toad and escaped across the next roof.
Bathhouse guards saw the toad leave and did not throw weapons over occupied streets. One marked its chakra direction. Another checked the screens. The manager began a count and offered private support to anyone who wanted to report what they had noticed.
Tonbo followed until they reached an empty training lane. Jiraiya returned to human form. "Do you know how difficult field research becomes when someone activates alarms?"
"Watching people bathe without consent is not field research."
"I am an author. Observation supports realism."
"Then observe people who agreed to participate."
Jiraiya argued that public baths had inspired artists for generations. Tonbo distinguished a setting from a person. Architecture, sound, steam, and routine could be studied with permission. Watching identifiable customers in a private space converted them into material without agreement.
"You write fiction," Tonbo added. "Invent."
"Readers notice when experience is missing."
"Then experience being removed by security."
Jiraiya studied him more carefully. Tonbo's genjutsu had allowed him to stand on the roof without attracting the bathers' attention while still triggering every official seal. The technique reduced presence rather than producing invisibility.
"Who are you?"
"Tobitake Tonbo, Konoha jōnin and Analysis Team leader."
"Captain Tonbo. Kakashi mentioned you."
"Then you knew the answer."
"I wanted to test whether fame improved your introduction."
Tonbo understood why Hiruzen alternated between affection and headaches when discussing his student.
Jiraiya asked to trade a signed novel for Unseen Presence. Tonbo declined before seeing the book. A genjutsu designed for infiltration, evacuation, and protective movement could become an efficient way to violate privacy. Jiraiya's conduct had just supplied evidence against the exchange.
He offered a lawful alternative. Jiraiya could request a technical briefing on presence suppression through the mission office, state the intended use, and accept a restricted version with audit seals if approved. The process existed for allied Konoha shinobi who spent years outside normal command.
Jiraiya called the paperwork excessive. Tonbo pointed toward the bathhouse.
"You assume I would misuse it."
"I observed you misusing a weaker method ten minutes ago."
Jiraiya laughed rather than taking offense. He reached toward Tonbo's shoulder, testing whether touch would reveal the genjutsu structure. A woven thread redirected the hand.
"Technique inspection also requires permission," Tonbo said.
The Sannin released a small pulse intended to break illusion. Return Mirror turned it back without trapping him. Jiraiya dispelled the reflected edge and raised both hands.
The reflected pulse showed Jiraiya that Tonbo's defense reacted before conscious choice. It also showed Tonbo that Jiraiya could recognize and release feedback without escalating chakra. Both observations stayed within a test neither had formally agreed to; Tonbo ended it and recorded his own responsibility for allowing proximity.
"Good. Kakashi understated you."
"He usually does."
Neither escalated. Tonbo reported that bathhouse staff would submit a complaint and that village status did not exempt Jiraiya from consequences. Jiraiya promised to speak with the manager, an answer Tonbo required him to put in writing at the nearest police post.
The new Military Police accepted the complaint without treating a Sannin as beyond ordinary procedure. A civilian clerk recorded the privacy breach. A Hyūga officer declined to use the Byakugan to reconstruct views inside the bath because doing so would repeat the intrusion; physical seals and witness statements were sufficient.
Jiraiya gave his real name, summon route, and statement. He did not request Hiruzen to erase the complaint. The manager asked for repair costs, a written apology, and a commitment not to return without permission for three months. Criminal review would remain available if affected customers filed individual complaints.
The response treated the violation seriously without turning it into public spectacle. Tonbo preferred that to humiliating Jiraiya through a crowd he had already disturbed.
Outside the station, Jiraiya looked at Tonbo with new amusement. "You escorted me through paperwork. Cruel."
"Repair costs more than the act."
"Shimon said the same thing."
"You have been in Konoha less than a day."
"Kakashi introduced us. Shimon tried to sell me a corrected title sheet."
The explanation sounded improbable and exactly like Shimon. Tonbo wondered when Jiraiya had spoken to Shimon and decided not to reward the diversion.
"Why are you in Konoha?"
"Visiting my teacher."
Tonbo asked whether the visit related to Orochimaru. Jiraiya's pause confirmed at least concern. He knew Orochimaru had left Akatsuki and that Itachi had joined, but he did not reveal his sources. Tonbo shared only that his own encounter placed Orochimaru near Gale Valley before the defection.
"He asked about the Rinnegan," Tonbo said.
Jiraiya's humor disappeared. "Did you answer?"
"No."
"Good."
The speed of the response suggested personal knowledge of those eyes, not merely Konoha rumor.
"After how long?"
"Long enough for him to complain."
Jiraiya's answer concealed purpose without denying one. Tonbo noted the timing: after Itachi's defection, Orochimaru's departure from Akatsuki, public reports about Pain, and a period without an obvious village crisis. Prophecy was the other subject consistently attached to Jiraiya's travel.
"Hiruzen will give you the authorized Amegakure report if he judges it necessary," Tonbo said. "Do not approach the village alone based on old connections. Pain controls multiple bodies and shared vision."
Jiraiya stared. Tonbo had confirmed enough to make the visit urgent without explaining how much he knew.
Tonbo did not ask about a Child of Prophecy he had no authority to know. He informed Inoichi that Jiraiya had returned and continued toward the Analysis Team.
He also added the bathhouse encounter to the public campaign review. A famous defender stopping a famous Sannin could easily become another rumor of dominance. The official record would state privacy alarm, complaint, cooperation, and no combat. Accuracy applied even when exaggeration favored Tonbo.
Jiraiya went to the Hokage Tower. The encounter had shown him three things. Konoha possessed a genjutsu specialist capable of approaching his concealment, new police willing to record an offense by a Sannin, and procedures more concerned with evidence than reputation.
None explained the Great Toad Sage's variable.
Jiraiya considered Tonbo for the role and rejected certainty. The man had unusual techniques, institutional influence, and a habit of changing systems around children. He also possessed a documented life inside Konoha. A variable did not have to arrive from nowhere; prophecy might call any unnoticed cause a sudden change.
The only responsible next step was information. He carried the police copy of his apology when he entered the Hokage Tower. It was signed.
