Chapter 146: The Cost of Silence

The distress signal appeared when Tonbo checked the locator network at dawn.

Each reinforced figure, emergency tag, and specialized tool he had made for a child carried a minimal mark. It did not continuously report position. The seal stored only unusual force, damage, or an explicit activation until Tonbo performed a deliberate check. Constant surveillance would have created more intrusion than safety.

Sasuke's Itachi figure had recorded repeated impact from inside Konoha.

Tonbo stood beyond the test basin while the last currents of Tempest Field faded. The signal alone could mean anger, an accident, or an attempt to test the material. It gained meaning from the date, Sasuke's age, and the Uchiha conflict that had remained unresolved for years. He sealed the remaining instruments.

A messenger hawk reached him before he departed. The coded order from Hiruzen confirmed what the figure could not: Itachi Uchiha had killed the clan, defected, and escaped. Sasuke was alive. Tonbo was to return for an emergency council and Analysis Team review.

The notice contained no mention of the masked man, Shisui's stolen eye, Danzō's ultimatum, or a planned operation. It described discovery after dawn, which meant either Hiruzen had been excluded until the outcome or the written channel could not carry the truth. Tonbo refused to select one conclusion before hearing the council record. He reread the message twice.

Knowing an event might occur had never meant knowing its day, method, participants, or changes. Older memories preserved contradictions about Sasuke's age and the massacre's timing. More importantly, Tonbo had never possessed admissible evidence that would allow him to accuse Itachi, Danzō, or an unidentified masked man before the attack. Possibility did not grant lawful authority to detain an entire clan or expose restricted theories.

That did not make the deaths easier to accept.

Tonbo sent the test team home, released the basin to barrier specialists, and traveled by woven eagle. He did not enter the Uchiha district after landing. ANBU had sealed it, and the order summoning him did not authorize interference with evidence.

He stopped at the hospital long enough to confirm Sasuke's condition through the assigned physician. The boy was sleeping, medically stable, and restricted from questioning until the genjutsu assessment ended. Tonbo did not enter merely because the locator gave him a connection. Being able to explain a seal did not make him Sasuke's guardian.

The emergency council filled the largest secure chamber beneath the Hokage Tower. Clan representatives, department heads, senior jōnin, barrier specialists, and advisers occupied the room. Kakashi stood near Guy. Inoichi and Shikaku held the central table. Danzō remained beside Hiruzen with his visible arm folded inside his robe.

Hiruzen summarized the official account. Itachi had used ANBU knowledge to compromise the barrier team, entered the district, killed civilians and shinobi, subjected Sasuke to severe genjutsu, and escaped before pursuit could organize.

"No," Tonbo said when the summary ended.

Several people turned.

"That explains how one insider crossed defenses. It does not explain how an entire district fought and died without a general alarm, why outside responders did not enter, or why the village learned only after the killing ended."

Koharu answered that barrier personnel had been controlled by genjutsu.

"Every person on the same route? Then the route has no independent verification. If only some were controlled, where were the others? The Uchiha district contained police communications, civilian alarms, patrols, and physical messengers. One compromised system cannot account for all of them disappearing."

Silence spread through the chamber.

Hiashi asked whether the same isolation could be imposed upon the Hyūga compound. Shibi asked how an insect report from the district boundary had disappeared from the overnight archive. Chōza wanted to know why food deliveries scheduled before dawn found Root operatives controlling the roads. Each question described an independent system that should have resisted total silence.

Tonbo did not shout for performance. He placed the operational failures in order: a trusted insider knew barrier weaknesses; the sensory unit lacked protected fallback; police communications could be isolated from central dispatch; night patrols did not trigger an absence review; Academy staff could not obtain information after Sasuke entered an active security zone; medical and investigative teams received delayed access.

"A massacre inside Konoha is not only Itachi's crime," he said. "It is proof that our defenses allowed a district to become separate territory for an entire night."

Raidō agreed first. Then a barrier captain admitted that redundancy existed on paper but depended upon the same duty office. Kakashi asked who had issued the order preventing outside units from entering. No public answer followed. Danzō supplied one.

"Itachi's ANBU assignments passed through Root coordination. The exposed barrier knowledge and delayed response are my responsibility. I trusted Shisui and Itachi beyond what their divided loyalties justified."

The admission was carefully shaped. It accepted administrative blame while preserving the official account that Itachi acted alone. Danzō also requested custody of Sasuke, claiming the last Uchiha required specialized control and protection.

"Denied," Hiruzen said. "Sasuke will remain under civilian medical care and a guardian structure reviewed outside Root."

Danzō's expression did not move. Hiruzen continued. "The ANBU training subdivision known as Root is dissolved effective immediately. Its personnel, facilities, missions, and records return to direct Hokage authority for audit and reassignment. Danzō is removed from operational command pending review."

The order was more decisive than Tonbo expected and less complete than justice required. Root members conditioned for obedience would not become ordinary shinobi because a meeting changed a name. Records could vanish before auditors reached them. Danzō retained knowledge, allies, and whatever the cordon had allowed him to collect.

Tonbo raised those risks without claiming facts he could not prove.

"Dissolution needs physical accounting," he said. "Personnel by independent roster, seals on facilities, medical examination, mission records copied before transfer, and protection for anyone who reports concealed orders. Otherwise Root can disappear administratively while remaining operational."

Shikaku supported the measures and assigned separate teams that did not report through Danzō. Inoichi insisted that mental examination require consent except where evidence justified a warrant; former Root membership alone would not permit unrestricted reading. A medical representative added treatment for conditioning and seal injuries.

The council approved the framework.

Former Root operatives would receive individual orders witnessed outside their prior chain. Seals that threatened punishment for disclosure would be treated as medical emergencies. Operationally necessary secrets remained protected, but reporting illegal commands to the audit team would not count as betrayal. Tonbo insisted upon that sentence being written before anyone left the room.

No one said the decision repaired the Uchiha dead.

Sasuke's care returned briefly to discussion. Hiruzen assigned a temporary civilian trustee for clan finances, an independent advocate for medical and educational decisions, and guarded access to personal property once the scene released it. The positions could not all be held by the same department. A surviving child was not a vacant clan office for Konoha to occupy.

Before moving to village security, Hiruzen classified Itachi as an S-rank missing-nin and authorized pursuit under strict intelligence controls. Tonbo listened to the order and understood the contradiction: the village would publicly hunt the person it had privately used, while the structures that shaped his choice remained behind sealed minutes.

He had arrived too late to prevent the massacre. He refused to let lateness become silence about the next failure.
