Chapter 123: Shisui's Last Choice
The sun hung low when Shisui met Danzō beneath the trees.
He had come to report one final plan. Kotoamatsukami might turn the clan leadership away from rebellion without bloodshed, but using it upon Fugaku would place the future of the Uchiha inside an illusion no one else could verify. Shisui regarded the technique as a desperate bridge, not a clean solution.
Danzō regarded it as power too dangerous to leave beyond his control.
"And if your eye fails?" he asked. "If Fugaku recognizes the intrusion, or another radical assumes command?"
"Then the village gains time to negotiate."
"Time has strengthened their conspiracy."
"Suspicion has strengthened it as well."
Danzō moved before the argument ended.
Shisui caught the first strike and trapped him in genjutsu. The elder froze, gaze empty. Shisui turned toward the path—then pain erupted through his right eye.
The Danzō inside the illusion dispersed. A second figure had approached beneath layers of concealment and an expendable substitution. Fingers closed around Shisui's face. He tore himself free, but his eye remained in Danzō's hand.
"This Sharingan will serve Konoha without hesitation," Danzō said.
Root shinobi surrounded the clearing. Their masks bore no village markings. Two carried sealing rods designed to interrupt the Sharingan through pain and disrupted chakra; another released insects that darkened the route toward Konoha. Danzō had not come to debate an uncertain plan. He had prepared to remove Shisui whether the young man agreed or not.
Shisui answered with Great Fireball Technique. Flame divided the first rank and drove the others into motion. He crossed the burning space with Body Flicker, striking three before their formation closed. Poisoned steel grazed his shoulder. A binding mark reached for his remaining eye. He escaped, but not unwounded.
Poison slowed the arm on the injured side. Shisui changed routes three times, crossed running water, and used Body Flicker until even Root's pursuit formation broke apart. He understood that reaching Hiruzen alive might expose Danzō. He also understood that the stolen eye could compel an official, erase a witness's intent, or turn the clan crisis into whatever story Root required.
At the cliff above the Naka River, Itachi found him bleeding through one sleeve. The empty socket beneath Shisui's hand told enough of the story.
"Who did this?"
"Danzō. He believes any uncertainty is a threat he must own or destroy."
Itachi stepped closer. "We tell the Hokage. We expose him."
"My accusation would divide the village leadership while the clan prepares to act. Danzō will deny it, Root will erase the evidence, and the Uchiha will treat my eye as proof that Konoha has declared war."
"Then we find another way."
Shisui removed his remaining eye. Blood ran across his cheek, but his hand did not shake when he offered it.
"Keep this from him. Kotoamatsukami must not become Root's weapon."
Itachi refused to take it. "You can still live."
"And Danzō will hunt me. My death may delay the clan if they believe I chose it because the conflict became unbearable. It will not solve anything. It may preserve enough time for you to try."
"Do not make this my choice."
"It is mine."
Itachi finally closed his hand around the eye.
The tissue was still warm. Itachi sealed it inside a prepared container, hating the practical motion and knowing that leaving the eye exposed would waste the reason Shisui had surrendered it.
"Do not let either side convince you that everyone within it wants the same thing," Shisui said. "Protect the village. Protect the name Uchiha from what fear is trying to make it. And protect yourself if you can."
He stepped backward.
Itachi lunged, but Shisui had already committed his weight. He fell from the cliff toward the dark river, expression relieved only because the decision had ended.
Grief tore through Itachi's vision. The three tomoe of his Sharingan stretched and joined into a new pattern.
The next day, Uchiha officers confronted him over Shisui's suicide note. Their accusation—that Itachi had killed his closest friend—struck the wound before discipline could cover it. He dropped three men in the street and pressed a kunai toward the clan emblem carved into a wall.
"You cling to the clan name and forget the limits of your own sight."
Fugaku stopped the confrontation with one command. Sasuke watched from the doorway as his brother knelt in apology, shoulders calm and eyes unlike any expression he knew.
Later, Fugaku studied the damage, the defeated officers, and the brief shape he had glimpsed within Itachi's gaze. He did not voice his conclusion.
Itachi sought Tonbo upon the Hokage Monument.
Konoha spread below them in evening lights. From that height, the Police compound and Hokage Tower belonged to the same pattern of streets.
"Is your Will of Fire still what it was when you taught us?" Itachi asked.
Tonbo heard the strain beneath the formal voice. Shisui's death had reached official channels as a suicide, thin on detail and heavy with restrictions. Itachi's arrival made the omission more dangerous.
"Its center has not changed," Tonbo said. "People before institutions. The village exists to protect lives; lives do not exist to make its symbols look clean."
"And when protecting one group endangers another?"
"Then anyone offering only two choices is probably hiding a third or refusing its cost. Certainty is not permission to stop examining what you are about to do."
Itachi looked down at the clan district.
"Once a decision is truly made," Tonbo continued, "a shinobi must act without hesitation. But resolve cannot repair a false premise. Test the premise first. Test who benefits from your urgency."
"I understand."
"I am not convinced you do."
Itachi bowed. "Thank you, Tonbo."
He vanished.
Tonbo remained upon the stone head, uneasy. Itachi had asked for judgment while revealing no facts Tonbo could challenge. The timing suggested Shisui. Remembered fragments from another life suggested something worse: an eye stolen, a friendship ended, and a boy driven toward a choice shaped by adults who would not carry it themselves.
Tonbo sent a sealed inquiry to Hiruzen asking whether Shisui's death required analysis support. He expected either a summons or silence. Ignoring the matter entirely would betray his own answer; acting on memory without evidence would risk the people he claimed to place first.
He added that Itachi had approached him in distress and asked an abstract question about divided protection. He did not accuse the boy, infer murder, or include memories that no intelligence officer could substantiate. The report contained only observations another investigator could test.
Hiruzen's reply arrived before midnight. The death was under restricted review. Tonbo was to preserve his notes, avoid contact with the clan investigation, and report any further approach from Itachi directly. No explanation accompanied the order. It was not the silence Tonbo feared, but it was close.
Until the Hokage responded, he returned to the research he could test.
Atmospheric Guidance had advanced from theory into a stable Yin Release pattern. Unlike a genjutsu cast upon a mind, it imposed a temporary instruction upon existing moisture, pressure, and wind. The technique could not create a storm from nothing. It could encourage conditions already close to change.
Tonbo opened his notes but did not read them.
Below, the Uchiha district remained quiet.
Quiet was not the same as safe.
