Riku nodded and said, “Don’t worry. When I went to the Land of Water for that mission, I left a Flying Thunder God seal there.”

As soon as he finished speaking, Riku vanished from the Hokage’s office in a flash of yellow light.

At that moment, Shennong had already arrived several kilometers outside of Kirigakure, piloting the flying fortress through the skies.

The appearance of the massive fortress stunned the shinobi of Kirigakure.

On the fortress wall of the mist-covered village, the Fifth Mizukage, Terumi Mei, stood tall with Ao and Chojuro flanking her.

Several high-ranking Kirigakure jonin and elders had also assembled beside her.

“What the hell is that? It looks like it’s stopped there,” one of them muttered in alarm.

Terumi Mei narrowed her eyes. She didn’t recognize the structure, but something about it radiated malice and danger.

Hovering in the air, the flying fortress suddenly came to a halt at high altitude—Sky Position 377. Chakra began to gather ominously at its core.

Without hesitation, Shennong gave the order to fire.

Through the power of the Zero-Tails and with the Nine-Tails’ chakra forcibly extracted and converted, the flying fortress launched a concentrated chakra beam—identical to the one that had nearly obliterated Konoha—directly at Kirigakure.

BOOM—!

As the massive chakra beam roared through the sky, Ao immediately pulled down his forehead protector, revealing the Byakugan beneath.

“Byakugan!” he called out.

Through his dojutsu, he could see the chakra forming the beam.

“What kind of chakra is this…” he muttered, his voice trembling. “It’s… even more potent than a Tailed Beast Bomb.”

Ao was utterly shaken.

“Lady Mizukage… if this hits the village, Kirigakure will be… completely annihilated.”

Even without Ao’s warning, Terumi Mei could already sense the overwhelming chakra in the beam—its intensity was monstrous, far beyond what any Water Style jutsu could counter directly.

But she wasn’t about to give up.

Her hands flashed through a series of rapid hand seals.

“Water Style: Water Pillar!”

“Water Style: Water Dragon Jutsu!”

She unleashed two high-level Water Style techniques in succession, pouring an enormous amount of chakra into them.

These weren’t ordinary Water Style techniques—they were powerful enough to extinguish Uchiha Madara’s Great Fire Annihilation. In Terumi Mei’s hands, the Water Dragon Jutsu could strike even Madara’s Susano’o and send it flying. By comparison, lesser shinobi like Zabuza wouldn’t have stood a chance.

She hoped that by combining these two advanced jutsu, she could at least divert the incoming chakra beam.

But as the Water Dragon and Water Pillar surged forward, they were obliterated mere hundreds of meters from their caster.

There was no resistance. No delay.

The chakra beam simply pierced through both jutsu like paper.

The surrounding Kirigakure shinobi, who had been preparing their own Water Style techniques to reinforce the Mizukage’s efforts, froze. The destruction of her jutsu had shown them the futility of trying to counter it head-on.

If even Terumi Mei’s strongest Water Style couldn’t scratch it… what chance did they have?

Terumi Mei’s eyes were fixed on the incoming beam, its light growing larger and brighter by the second.

“Retreat!” she shouted.

Her voice carried across the battlements.

She clenched her fists tightly. She knew full well what would happen if that beam struck Kirigakure directly. The village—barely recovered from the oppressive era of the Blood Mist—might be completely wiped out before it even had a chance to reconnect with the outside world.

This attack could erase Kirigakure from the Five Great Nations entirely.

The weight of that possibility hit Terumi Mei hard.

Even if some of their shinobi survived the impact, the village’s overall strength would be crippled. Kirigakure had already been near the bottom of the Five Great Nations in terms of power, having only recently begun to rival the strength of Sunagakure.

And Sunagakure had long been considered the weakest of the five.

If Kirigakure took the full brunt of this attack… it might fall even further.

As Terumi Mei stood frozen, seething in frustration and helplessness, preparing to evacuate the battlements—

A massive bolt of lightning struck the ground directly in front of Kirigakure’s gates.

The thunder was deafening.

And in the center of that lightning—

A titan of thunder emerged.
