East Market reopened one food lane around the remains.
The council posted a salvage board.

No single memorial owned all twelve. Families, coworkers, and districts could add records without surrendering them to the gate inscription.
The chamber opened six legal reviews.
The Woman’s emergency center motion became evidence of attempted civic personhood without scope consent.
Continuity kept its position that a temporary center had been reasonable and joined the prosecution of the chair conversion.
Restoration lost two source-rights cases over romanticized captive footage.
Sovereign Safety faced review for support bands that carried direction control.
Mitsurugi demanded its promised frame inspection. Kikaru delivered one broken rehabilitation frame under full public witness.
Furuhashi demanded its utility map. Iharu delivered the version with patient identifiers removed and refused the extra route favor.
Cassius remained in protected evidence custody. Giving keys had not closed the cases against him.
The Woman lost access to civic emergency forms when the chamber revoked the personhood conversion layer. Her private relays, old chair architecture, and unknown off-grid routes remained active.
No body had been recovered for her. No court marked her dead. The Book 4 victory removed a city-sized hand and left the person behind it somewhere outside the clean map.
Kim Mercer entered the clinic record under her chosen name after she woke enough to write it.
Her legal clearance remained destroyed.

Rina and Pela alternated the breathing bag. Kikaru supported Elara’s right shoulder. Sefa carried the five objects even though the leash no longer needed them.
Elara slept through six blocks.
Rina kept the last selected pressure and did not treat sleep as consent for anything new.
At Mercy, scar support held her airway open for eleven seconds without a bag.
Then eight.
Then twelve.
Progress refused a straight line.
Her right thumb moved once on the second day. The motion hurt enough to stop testing.
Caleb visited after engineers transferred his final shelter beam to permanent steel.
He remained fully silver. The grooves from city supports had closed. Scars from the route-predator fight stayed visible because his body had chosen to keep the material thicker there.
He stopped beside Elara’s bed.

He took it.

The answer used all her air. Pela bagged the next breath after Elara tapped the tray.
Caleb kept holding the chosen hand and made no promise about when later had to arrive.
The chamber offered him an emergency structural office.
He refused the office, title, operator seal, and permanent claim over his silver supports.
He signed responsibility for buildings damaged by his body, the dead route predator, and force used at Central Shelter.
"Refusing office does not remove what I broke," he said.
The city kept two pieces of his silver until replacement columns cured. Both agreements had local release dates and no rights beyond the named metal.
The distributed Record remained twelve sections.
No one rebound it.
Local request protocol became emergency practice with a warning on its first page.

At sunset, Kestrel contacted the East Array from Cairo.
"You woke something under thirty-one old sites."
Soma opened the receiver map.
Signals appeared at different times.
One arrived from a northern Array seven minutes in the future.
One came from below an island that had sunk before the civic charter.
Three used weather reports instead of words.
Uphill rain.
Red snow.
Wind blowing into the ground.
The final signal carried a timestamp seventy-two years before the city sent its refusal pattern.
Its source was an old construction site with no city on the period map.
Soma decoded the message.
