He is hereby established as one of the Three Dukes: the Celestial Duke. Among the Thirty-Six Celestial Realms, all realms except for the Taiqing Supreme Celestial Realm, the Yuqing Primordial Celestial Realm, and the Shangqing Spirit Treasure Celestial Realm, shall be under his jurisdiction."

"There is Daluo Fengdu, who since the Qin era, has devoted himself wholeheartedly to supporting the great world and protecting all living beings. His merits are unparalleled. He is hereby established as one of the Three Dukes: the Earth Duke, to preside over the affairs of the Nine Nether and command the turning of the Six Paths."

"There is Daluo Xuandu, who since the Qin era, has devoted himself wholeheartedly to supporting the great world. He is also the first of the Human Race since the Creation of Heaven and Earth. For these unparalleled merits, he is hereby established as one of the Three Dukes: the Human Lord, to preside over the Human World, command the realm of mortals, and oversee the mountains, rivers, and state!"

Lu Xuan issued three great decrees in succession. Haotian appeared with a smile, actually performed a bow, and accepted his decree. The other two brilliant golden decrees flew toward Xuandu Daoist and Emperor Fengdu!

The two Daluo took the decrees in a daze, feeling the immense power of the Great Heaven and Earth converge upon them. Both of their expressions changed drastically!

"There is Emperor Ying Zheng, who ruled the world from the time of Qin and sought Taiping for all under heaven. His merits are great. He shall be one of the Nine Ministers..."

Lu Xuan issued nine great decrees in succession, establishing the Nine Ministers. Three ministers would assist the Celestial Duke, three would assist the Human Lord, and three would assist the Earth Duke.

From Zhuge Kongming, the Ancestral Dragon, and Kunpeng, to Ying Zheng, True Martial, and Kongzi, and then Taibai, Zhang Ling, and Guangcheng Zi—each was made a minister.

As his final word fell, the Great Heaven and Earth hummed. A beam of Infinite Light descended from the Celestial Vault into the Human World, then shot from the Human World into the Nine Nether.

It finally came to a stop in the Nine Nether, arriving before Lu Xuan.

It was another half of an Illusory Dao Fruit.

Lu Xuan held the Dao Fruit in his palm, gazing at it for a long while. Then, under the stunned gazes of countless Daluo and innumerable living beings, he slowly crushed it.

The Lord of the Dao Dynasty stood with his hands behind his back, ascending above the nine heavens. He gazed upon the entire Great Heaven and Earth—the entire Great Heaven and Earth that belonged to him.
