These kingdoms that established itself in Pandemonium continent have their own military and they are encouraged to have soldiers and supply their own army

It is the prerequisite to be granted a permission to found a kingdom.

Kings are evaluated and is judged by the Supreme Court of Pandemonium

Not many knows but Pandemonium is not all fighting and killing. They have their own organizations just like any other regime

They have their own Supreme Court. Though, this Supreme Court derived power from the laws created by the permission of Death Monarch.

The Supreme Court would judge many things mostly the interaction of the laws. And they are also in charge of prosecuting kings.

Every person under the land of Pandemonium is under the Supreme Law of Pandemonium

Even kings

These kings ask for permission to establish kingdoms and the Minister of Finance and Minister of Land and Transport would expedite the process and brought it to court.

If the person wanted to establish the kingdom fills the criteria, they are allowed to found a kingdom

It is like those ancient times where nobles with great merit would be allowed to found a settlement and collect taxes in those areas.

It is the same but not quite.

After all, taxes of money are not really important for many people. Most of the people collect taxes in the form of energy stones.

In their territory they are supposed to be self-sufficient. They have to care for the people under them and in turn the people should follow the rules of that country.

The reason is simply because Pandemonium is too vast. Because of the Multiversal Convergence, and the expansion of the world and the rearranging of the seas of the world, Pandemonium become bigger and bigger.

Even now, around Pandemonium capital city there is too many land that is abandoned. Not because the land is not fertile but because there are no people.

The robots could be used to fallow the land and create food but even if they create a food, then the supply outpaced demand.

It is like you have a supply of seven billion grain and rice for a million people. You would have so many supplies you wouldn’t know what to do with it.

A happy dilemma.

As for the enfeoffing of land it is the civil servants that have created this policy.

Most people flocked to the cities around the Pandemonium capital city Adern

It boasted a population of ten million.

The cities itself is expanding by the day.

It is full of people from any parts of the world.

Even though Pandemonium does have the Turbulent Sea protecting it from external invasion and making it hard for people to come, the government policy is to fill the land so there is escort service from the Pandemonium central government to bring people who wanted to come

This service has brought millions of people into this land.

In the past, only the powerful and brave could come

Because to brave countless dangerous things to come to Pandemonium at that time could be said a rite of passage for many inhabitants of Pandemonium

The quality of people that come to Pandemonium has dropped considerably.

But, does it weaken Pandemonium?

No, it did not.

Why?

Because a culture has already formed in Pandemonium

A culture of prioritizing strength and bravery.

Honor, promises, oaths in pandemonium is viewed highly and it is like one return back to the ancient days where oaths and promises are things that one keeps tightly

Those who did not fulfill their promise would be ostracized and they would lose all standings.

the powerful wouldn’t associate with such person and the common people would despise it

That is the culture that has been formed.

And so, people who came here, while they are not exactly tough as the first immigrants that come to this land, they too learned and they too embody and exhibit the warrior culture of Pandemonium

However, there is a problem with this method as it expanded.

Most people knows that all of the actions and all of the wealth would concentrate around the capital.

And that would lead a problem and so the central government would give lands and territory and the title of nobilities

To become legitimate king, their title must be confirmed by either the Supreme Court or by Death Monarch

As long as the king did not do anything excessive, protect their people any other privileges that a king would have would be given to them

This is decentralization but it did not hinder the power of the central government.

Because this is a world of gods, not mortals.

You could not simply deceive a godlike being.

And nobody dares to do it.

Death Monarch government did not need an imperial seal to command the princes to do his bidding.

They derived authority and power from the prestige and true power of Death Monarch

Those who fight and those who have encounter Death Monarch knows the gap of power between them and him and because of that they would obey Death Monarch government

Right now, that government is at war with each other. One of them led by military men, the other is led by the civil officials.

Both of them raises the banner of Death Monarch. Death Monarch clone is there in the Palace, but everyone knows that the one in the palace is not really the real Death Monarch

They are now all waiting.

Waiting to see what would happen.

Right now, Pandemonium did not yet get any news from Arturia.

Not to mention the distance between the two, one must also consider that to enter Pandemonium is not as easy task.

It is not an easy task even if the routes are not blocked, it is even harder now that the sea routes are blocked

Who blocked the sea route?

Both of the forces.

Both forces worries that the other would bring external forces to enter.

Ironically, Sasha and Wang Jian both fears the other would bring outside forces and elevate this matter into an external invasion.

Sasha could not trust Wang Jian and Wang Jian could not trust Sasha.

In the eyes of Sasha, Wang Jian is pragmatic military leader.

If he is desperate and if he sees merit in brining external force to defeat her, he would bring even enemies into the fold.

Sasha believes Wang Jian would be confident that he could bring external force and then ditch them.

Wang Jian on the other hand always knows that Sasha is cunning and it is not above her to bring external force into this conflict when she is losing.

So, they both blocked the sea route out and in.

They would not allow anyone to go out and they would not allow anyone to go in. of course, with how big pandemonium is there is always a route of the sea that could not be defended.

But these two really made it hard for people to travel in and out of the continent. So, probably the news in Arturia would reach them late.

But right now, Azief is already in Pandemonium. He is inside a forest. Beside him is Katrina plucking some fruit from nearby tree

Azief look at Katarina. Katarina then take a bite out of the fruit

“juicy and sweet. This fruit is really miraculous. Looking at its outward experience it looks like thorn but it is actually soft and it is just an illusion. A fruit that is able to produce mirage on its surface…what a weird fruit”

“Things had changed a lot”

Katarina walk and stand beside Azief.

“What do you mean?”

“I thought you came to Pandemonium before you go to save will”

“yes, but the war was not started at that time” Hearing this Katarina suddenly understand. And she sighed. The sight of Pandemonium right now is really is tragic.

Most of the regions in Pandemonium is still scarce.

There are some coastal cities and there is some mountainous cities and kingdom inside this large continent.

Those places are not yet touched by war.

But the closer one would come to the capital city, the more they could see that it is not that the war did not reach the people….it is just that because the continent is so big, only the places closets to the seat of power felt the impact

They have seen cities burned and razed and there are craters. Around the forest, there is a village. Azief and Katarina did take a glance. And a glance is enough for them to see all the details

That village is destroyed

“You should have expected this” Katarina said as she takes another bite of the fruit Azief sighed and then he nodded.

“expecting it and seeing it in front of my eyes…. the feeling is quite different” he mutters to himself

“The destruction one could do when they ae determined…. fortunately, enough those two still held their hand”

“they did not kill the people” Katarina said and Azief nodded

“As long as they did not break this line…I would not punish them.”

Azief had always struggle with this part of himself.

At times, he could be ruthless but at other times, he could be merciful.

Is it hypocritical or maybe humans are always like this?
