The Power Laws and the True Power Dao Realm are not separate things, but complementary powers. Cultivators are supposed to use the law to temper their bodies and help them open the gates; the law is a source of energy or power for their evolution.
"Simultaneously, a person who walks the True Power Dao should be able to understand and utilize the Power Grand Dao Source easily. The two are complementary, forming an entire system. However, Grand Dao didn’t want countless body refiners to be drawing power from the Power Grand Dao Source, draining energy from the Chaos Universe. So, she separated the two."

Wang Wei glanced at him and gave him a nod of approval. However, there was no hesitation in his action. It may not have been Lin Fan’s intent to push things so far, but his actions had caused too many problems. So, he must die.
"Pangu, Pangu, Pangu, you dare go against Mother’s plan?" Hundunxi sneered. How could such a brilliant person have a flaw that allowed Wang Wei to so easily deal with the hidden rules Grand Dao placed on him? If not for someone else helping him, he could have never condensed that heart.
