Chapter 139: The Lowest Branch
Mina Quill introduced herself by correcting the government’s numbers.
"There are forty-six confirmed loan offices," she said. "Not forty-three. Three operate through registered healing charities and were classified incorrectly."
She was a narrow woman in her early thirties with square glasses and a gray suit. Floating contract pages surrounded her like organized ghosts, each one rotating slowly at her shoulder as though waiting to be called on.

Mina could identify hidden clauses, trace System-certified payments, and detect when separate agreements originated from the same contractual source.
"A contract is a weapon," Grace said.
"Only if someone signs before reading," Mina replied.
"Most people do."
"That is why I remain employed."
The second specialist entered through a window despite the room possessing a perfectly functional door.
Eli Mercer landed on the table, rolled forward, and offered Damien a hand as though the entrance had been entirely unremarkable.
"Shortcut," he said.
"Is that your alias?"
"It is a professional philosophy."
Eli was Level 39 with the Rare Class Pathfinder. He could mark routes, sense connected spaces, and create temporary return points along paths he had personally traveled. His blond hair refused to remain beneath his hood, and a silver coin constantly moved across his fingers, flipping and catching itself in a rhythm that never seemed to break even when he wasn’t looking at it.
"If a door is locked," Eli said, "it is giving directions."
"Toward what?" Hamari asked.
"A more interesting door."
Captain Rook Veylan entered through the actual entrance.
He was a broad, dark-skinned officer with a shaved head and four narrow scars across his left cheek. Before greeting anyone, he checked the windows, ventilation grates, and both doors, his eyes moving through the room in a slow, practiced sweep that clearly predated this particular meeting by years.
"Three exits," Rook said. "One is poor."
Eli remained on the table. "The window is excellent."
"The window is forty floors above ground."
"Exactly. Low traffic."
Rook would command the government arrest teams supporting Nova Corps. His habit of counting exits had kept soldiers alive through six Gatebreaks, and he counted them again now, out of what looked less like caution and more like reflex.
The final official was Deputy Director Corvin Hale, the intelligence coordinator who had assembled the target files. He wore a perfectly fitted uniform and checked the time before speaking.
"The briefing began forty-three seconds late," Corvin said. "Future field coordination cannot tolerate similar delays."
Hamari looked at Damien. "I already dislike clocks."
Corvin ignored her.
The loan network called itself Black Ledger Financial Services. Its public offices offered emergency loans within minutes. Its private collectors enforced repayment through violence. Each office sent a percentage upward, but payments passed through rotating accounts and shell guilds.
Corvin distributed printed schedules despite every person present possessing a System interface. Each page listed meetings to the second. He corrected Rook when the captain called a deployment window "around midnight."
"There is no around," Corvin said. "There is 23:58 or there is failure."
Rook folded the schedule without reading it. "Bullets rarely respect appointments."
Corvin’s expression suggested bullets would behave better if properly briefed.
The regional leader was believed to be Mordecai Sorn, alias Compound. No current location existed. His known deputy, Vera Kline, was called Due Date because borrowers who missed her timers disappeared.
The easiest point of entry was a collector named Benny Korr.
Everyone called him Smiles.
His profile showed a round-faced man with cheerful eyes and immaculate white gloves. He apologized before breaking bones and sent flowers to families after collecting their homes.
"He meets new borrowers personally when the collateral exceeds one million Gold," Mina said.
Damien studied the payment network. "Then we create a borrower."
Corvin began describing a standard undercover operation.
Damien interrupted. "Who knows which identity we use?"
"Everyone in this room, identity certification, and the assigned surveillance unit."
"Too many."
"A false identity requires authorization."
"Then authorize four."
Corvin frowned. "For one target?"
"Only one approaches him. The others exist so we know whether information moves before we do."
The false borrowers would be separated by profession and district. One required a healing loan, another equipment financing, a third emergency housing, and Mina’s identity the freight investment. If any unused identity received a Neva approach, the leak had occurred before field deployment.
Corvin objected to the additional certification work. Elias approved it over his objection.
Mina’s expression changed slightly. Approval, perhaps.
Rook nodded. "And exits?"
"Three teams. None receives every location. Eli marks a route no government record contains."
Eli’s coin stopped moving.
"Am I joining?"
Nova Corps had authority to approve new members. Damien looked at the women.
Doctor Smoke shrugged. "He has all expected limbs."
Grace said, "He entered through a window. That shows moral promise."
Hamari raised a thumb. Daria asked three questions about his route limitations, received precise answers, and nodded.
Damien opened the provisional invitation.

Eli accepted.
"I have always wanted a dangerous probation period."
They spent the next hour building the borrower.
Mina would pose as the owner of a damaged aerial-freight company. The Devouring Summer had destroyed her contracts, and she needed two million Gold within forty-eight hours. Her collateral would be three government-created warehouse deeds and a supposed exclusive grain route.
Eli would act as her younger brother and guarantor.
Damien would lead surveillance from outside the meeting.
Daria would monitor mana from a nearby hotel. Hamari would cover the street from twelve hundred meters away. Grace would pose as private security and complain about wearing ordinary clothes. Doctor Smoke would remain with the arrest team because undercover smoking had been judged too recognizable.
Rook prepared three extraction routes.
Eli quietly prepared a fourth.
Before the meeting ended, Rook made every member repeat the routes backward. Grace deliberately called the forty-floor window "Exit Five." Rook did not smile, but he added it to the diagram in red.
"A joke is not an exit," he said.
"Anything is an exit if the alternative is worse," Eli replied.
Rook considered that, then left the red mark in place.
Damien requested that no surveillance officer know both Mina’s meeting site and the arrest-team position. Corvin called the separation inefficient. Rook called it survivable.
Before dismissing them, Damien looked at every person around the table.
"Benny is not the target," he said. "The network above him is. Nobody makes an arrest because they become impatient."
Grace raised one hand. "What if he becomes extremely punchable?"
"Remain patient."
"Leadership is restrictive."
Mina gathered the false contracts. Eli flipped his coin and caught it without looking. Rook checked the exits again.
Corvin checked the time.
