Clutching the dossier, Madman bolted to huddle with his assassin crew for next steps.
Soon after, the top leaders of the US’s ten strongest guilds arrived one by one.
Orson rose with a smile to greet them. Among them were the two empire rulers: Ursula and Sylothor.
There were two conditions for an external war to be officially sanctioned.

Even though Orson had slain the former emperor of the Light Dragon Empire, Ursula now held the crown—and the authority.

Three of the guilds were affiliated with Dragon’s Kiss, giving them four voting seats in total.
They weren’t the majority, but they were still a force to be reckoned with. If they abstained from war and played both sides, it would weaken the US front significantly.
“Do you all agree to go to war?” Orson stepped down from the city lord’s throne and spoke as an equal.
Ursula declared, “The Light Dragon Empire approves of the campaign. We will purge the invaders!”
Sylothor added, “The Dark Dragon Empire answers the call of the Goddess of Chaos. We approve.”
“Both empires have granted their approval for external war.”

Sienna remained unfazed. “Now, now. I have no interest in meddling with the decisions of the Dark Dragon Emperor.”
