He had planned so much. After Sayer’s death, he’d even framed Boya and personally led the invasion.
And now they were telling him Boya had just joined the Xuanfeng Alliance so easily?
’Where’s your backbone, Boya?’
’Aren’t you even going to put up a fight?’
He was incredibly frustrated.

"Mr. Cai Caida, what do we do now?" Mei Luo Ye asked. "This news has spread internationally. We no longer have any justification for our campaign against Boya!"
Cai Caida’s brow furrowed. "Have any treaties been signed?"
"Nothing has been announced yet. It’s likely just a verbal agreement," Mei Luo Ye said, shaking his head.
Hearing this, Cai Caida made a decision. "Pass down the order. All troops, full speed ahead. We’re invading Boya Central City directly."
"As long as no treaty is signed, it doesn’t count. We can feign ignorance. Once we control Boya, we can claim the Xuanfeng Alliance was spreading fake news."
"Urk!" Mei Luo Ye was stunned. "Mr. Cai Caida, are we really doing this? It could cause us a lot of trouble."
"The trouble will be nothing compared to what we’ll gain if we succeed." Cai Caida’s resolve hardened.
He desperately needed Boya’s natural harbor.
Or rather, the merchants backing him needed it.
Securing it would be of immense significance to him, to those merchants, and to Myanmar.

In an instant, Myanmar’s soldiers regrouped and resumed their invasion of Boya.
In contrast to the situation in Myanmar, Dali and the Boyan commander had completely different attitudes.
Dali had just received word that the Governor had sorted things out with Boya and that they were joining the Xuanfeng Alliance. Just then, he got a report that the Boyan commander was requesting to see him.
Dali went out to greet him personally.

Fortunately, news had arrived from his superiors: they’d negotiated peacefully with the Xuanfeng Alliance, and Boya was now set to join them.
There was no point in fighting anymore, which was why he had come to visit Dali at the earliest opportunity.

But today, they had personally witnessed how His Excellency the Governor had made Boya join the Xuanfeng Alliance.
It was unbelievable.
If not for His Excellency the Governor, they would have never believed Boya would agree to join the Xuanfeng Alliance so easily.
Baguda said, "His Excellency the Governor, Boya’s senior officials will be transferred here to Wind Capital. Boya will become one of our provinces, and we’ll need to send our own people to administer it."
"Especially when the factories are being built, we need someone on-site to oversee things. We’ll have to select a few people to send over."
He knew that Boya’s accession was just the beginning.
The real focus was on how to manage Boya and properly execute the three major tasks he had discussed with His Excellency the Governor.
Lu Feng nodded. "Do you have any candidates to recommend?"
Baguda recommended a few individuals to Lu Feng, detailing their skills and experience.
On paper, at least, every one of them was an excellent choice.
What Lu Feng didn’t expect, however, was that Baguda also suggested Chen Bo be one of those sent.
Chen Bo himself was stunned.
He was well aware that he was just a former street thug.
Making it to his current position as Wind Capital’s Chief of Police was already a stroke of incredible luck—or, more accurately, a testament to his ability to latch onto the right person.
’Seriously, if sucking up was a ranked game, I’d be a Grandmaster.’
If he hadn’t latched onto President Lu, he’d still be messing around in the Youcheng underworld, destined to go nowhere in life.
So, he never imagined Baguda would nominate him at a time like this.
He knew that going to Boya would be like getting two promotions at once.
"Do a good job," Lu Feng said to Chen Bo.
After all, Chen Bo was one of his people.
In the eyes of outsiders, he was the Governor’s trusted confidant.
So it wasn’t strange that Baguda would suggest him; it was just standard political practice.
"I’ll give it my all," Chen Bo promised, his face beaming with excitement.
’Following him to the Alliance was truly the best decision I’ve ever made in my life.’
But just as they were discussing the three projects, Xiaozhi’s voice sounded in Lu Feng’s ear. "Master, there’s been an unexpected development. Myanmar has not withdrawn from Boya as we predicted. On the contrary, they’ve advanced their invasion."
"What?" Lu Feng’s brow furrowed at the news.
Baguda and the others looked at him in confusion, wondering what had suddenly happened.
Just then, Red Lizard rushed in. "Governor, we have a problem! Myanmar hasn’t retreated. They’ve breached Boya’s second city. If it falls, they’ll have a straight shot to Boya Central City! The Boyans are requesting our assistance."
The moment the news broke, Baguda and the others were stunned.
"How dare Myanmar do this? Do they think the Xuanfeng Alliance is a pushover?"
"Didn’t they get the news that Boya has joined us?"
Baguda, however, frowned. "They must be making a desperate gamble. Because Boya and we haven’t signed a formal treaty, if they succeed, they can play dumb. The victor has the right to write the narrative. We have to send Dali for reinforcements immediately."
"I thought Boya would join us peacefully, without much bloodshed. If Myanmar insists on this course of action, the casualties could be enormous."
Baguda had clearly seen through their plan, and his expression grew grim.
Lu Feng’s brow tightened.
He knew he had miscalculated this time. He hadn’t expected Myanmar to have people this reckless, even after Sayer’s death.
"Red Lizard, get the helicopter ready for me!" Lu Feng ordered, his face radiating killing intent. ’If this is how they want to play, then I’ll just have to use unconventional methods again.’
"Yes, Your Excellency the Governor!" Red Lizard replied, instantly excited.
He knew the terrifying power the Governor wielded. The Governor was surely about to use that trump card again.
Lu Feng immediately went upstairs, entered a room, and with a single thought, entered the game.
He was indeed planning another decapitation strike. It was the only way to avoid mass casualties. Since his original plan had gone awry, he had to fix it himself.
He had lost some Mutant Beasts before, and he planned to replenish their numbers.
But upon entering the game world, he was stunned by the sight of the largest giant serpent.
It had changed. Not only had its body grown even larger, but a small horn had sprouted from the top of its head.
A snake that grows a horn becomes a flood dragon.
He already knew this giant serpent had the potential to become a Mutated Beast King, but he hadn’t expected it to evolve so quickly.
If that was the case, this beast alone would be more than enough to give the forces of Myanmar a world of hurt. There was no need to find more Mutant Beasts to add to the roster; the ones he already had would be sufficient backup.
Seeing this, he decisively exited the game. He called for Red Lizard and walked straight out of the main hall.
A moment later, the helicopter took off again. It was the same pilot, and this time, he felt an inexplicable thrill.

Cai Caida had already entered another of Boya’s cities in his command vehicle, establishing a temporary command post at a farmhouse.
There was still resistance in the city, so he hadn’t wanted to head directly for the city center.
However, their resistance wouldn’t last long. They would be dealt with soon enough.
Most of Boya’s soldiers had been drawn away to deal with the Xuanfeng Alliance.
The forces here were scattered at best.
They could only rely on the urban landscape for guerrilla tactics.
Mei Luo Ye took out a map and spread it on the table, pointing to a spot as he reported, "Mr. Cai Caida, we are currently here. Once we take this city, our guns will be aimed at the heart of Boya. However, we still need to wrap everything up before reinforcements from the Xuanfeng Alliance can arrive."
"Even if they send reinforcements, they won’t be able to stop us." Cai Caida suddenly smiled with confidence. "I just received intel. The Xuanfeng Alliance doesn’t have many troops in Boya. They took control of Yasna and his people through a decapitation strike."
"I can’t believe Yasna was taken down by such a low-brow tactic as a decapitation strike. This must be a sign that our operation is destined to succeed."
