To the young Wizards of the Alliance, the First University was full of mysteries.
For example, there was the ever-changing Book Mountain Library—no one had ever managed to count how many shelves were inside, let alone how many books; there was the Jabir and Valentine Alchemy Magic Laboratory that studied the Philosopher’s Stone, where the famous Alchemist Doctor Du Zemu was said to have once worked as an assistant; and there was the Black Prison, which held countless powerful Demons and Fallen Wizards.
Yet all those mysteries added together still could not compare to that one institution within the school.
The Relevant Department.
Every graduation season, there were always countless young people who refused to believe in superstition, bringing with them a trace of pride at having just become Registered Wizards, and submitting forms to apply to join the Relevant Department.
But no one had ever claimed to have received an admission notice from that place.
This department, wandering ghost-like over Buji Island, was privately called by many in the Alliance "that place in the First University," and the way people spoke of it always carried complicated emotions—curiosity, disgust, envy, awe—and of course, there was also the sheer taboo that the word "Forbidden Curse" itself tended to breed.
Even the most aloof figure in the Alliance, the Judge Dan Hague, would keep his mouth tightly shut when mentioning the Relevant Department, because what "The Code" could bind and regulate extended only as far as the Great Wizard level; above that, Legendary Wizards could already leap out of the long river of time and Destiny—no handful of rigid legal articles could casually point fingers at them. In private, Mr. Marshall would at most grumble a couple of lines like "the request-for-assistance sent over there has been bounced back again" and "even the First University can’t control them," and so on; then he’d shake his head, dip his Feather Pen in the ink bottle, and cross out some name in the trial records.
No name.
No office address shown.
Rarely communicating with the outside world, yet possessing tremendous energy.
These were the most definite and unanimous impressions many Wizards in the Alliance had of the "Relevant Department."
And on this day, however, the staff of the Dan Hag Foreign Affairs Bureau were stunned to discover that a group of unfamiliar Wizards wearing cyan robes, with a black regular triangular prism emblem pinned to their chests, had suddenly arrived at the reception desk.
The regular triangular prism was the emblem of the First University.
The black regular triangular prism was the emblem of the First University’s Relevant Department.
If the reception staff hadn’t been professional enough, hardly anyone would have been able to recognize their identity. Only, before these dutiful staff members could finish drafting forms and registering the cyan-robed visitors, a Paper Crane came flapping its wings in a frantic hurry and landed against the thick glass window of the reception area.
It was a very concise notice, ordering the duty officer to immediately escort these cyan-robed Wizards to Solomon Hall.
At the end of the letter was actually the signature of the Bureau Director—normally, for these notices, that Little old man would only grab his seal and stamp away at random, never bothering to sign in person.
As for Solomon Hall, it was one of the large conference rooms outside several core courts of judgement in Danghag, and was rarely opened in ordinary times.
But today, when the chubby clerk led the cyan-robed Wizards to the front of Solomon Hall, she instead saw a grand spectacle she had never witnessed in all her years of work: a crowd of rarely-seen big shots clustered around the doorway, gathered in groups of three or five, speaking quietly about something. Invisible waves of Magic Power collided in the air and then silently dissipated, ruffling the differently colored robes on their bodies, while their disorderly auras crammed this normally very spacious passageway to the point of being packed tight.
The clerk immediately recognized the boss of her boss, the Director of the Foreign Affairs Bureau, Meier, a shriveled, scrawny Little old man. In his early years, he had served as presiding judge in the Criminal Trial Court; later, after a mishap at work, he’d been dispatched to the Foreign Affairs Bureau. Over the years, Director Meier had never given up on striving to return to the core departments of Danghag—just like now, he was standing beside the Chief Judge Sam Marshall, his face piled high with flattering smiles.
Mr. Marshall was said to have once studied Magic under the President of the First University; he was a middle-aged man with a stern expression, wearing a loose black ceremonial robe today. As always, he was holding the Wizard’s Codex in his arms, and around him gathered a crowd of heads from various departments in Danghag: the Director of the Execution Bureau, the presiding judge of the Joint Court, the presiding judge of the Criminal Trial First Court, the presiding judge of the First Civil Judicial Court, the presiding judge of the Judicial Supervision Court, the presiding judge of the First Circuit Court, and so on.
Compared to them, Director Meier’s position was very much on the outer edge.
Yet at this moment, the clerk did not mock Director Meier in her heart.
Because she was surprised to find that even Mr. Marshall and the Wizards surrounding him couldn’t stand up at the very doorway of Solomon Hall—this was, after all, Danghag’s turf! Did these people have no regard for "The Code" at all!
The clerk also recognized the two groups of Wizards to the left and right of the Hall’s doorway.
The group on the left were the Members of the Moon Council. These Moonlight Nobles in their gorgeous long robes were observing the Wizards around them with reserved coldness, openly displaying the Law books hanging at their waists. The Upper House Member of Qingqiu, Su Shijun, was being shielded by them at the very center, showing only half of her exquisite face. Although the clerk very much wanted to take a good look at the style of the Wizard World’s number-one beauty, she could also understand the vigilance of the Moon Council Members—after all, this was Danghag, the place in the Alliance most fond of picking bones with the Moon Clan.
The group on the right were the old diehards of the Wizard Council. They wore stiff Black Robes and looked devoid of life, like those hard rocks scattered along a riverbank. These old men and old women were the most unadaptable, most passionless conservatives in the Alliance. In theory, they ought to be closer to Danghag, which held similarly conservative positions; but right now, a distinct boundary line separated them from Mr. Marshall’s little circle.
These two groups formed the two largest circles at the doorway of Solomon Hall.
Outside of them, there were also several smaller circles—including the Danghag Wizards clustered around Mr. Marshall, the Tri-Blade Sword Wizards gathered around Director Robert Nud as their core, and a few hunting team representatives wearing famous emblems such as "Zhou," "Qin," "Tang," "Xiling," "Tulip," and so on, forming a loose Alliance among themselves. Whether it was the big circles or the small ones, nearly everyone standing here now was at Great Wizard Level. The rare few who were not Great Wizards were also top-tier Registered Wizards, bearing awe-inspiring surnames on their foreheads.
The little clerk leading the way would bet that she was the weakest chick in this entire alley.
No "supposed to be" about it.
The arrival of the cyan-robed Wizards made all these circles, big and small, grow even more sharply distinct. At the same time, the corridor that had originally been like a stagnant pool suddenly seemed to come alive; the whispering voices, barely concealed, carried almost unfiltered into the ears of the guests.
