The waters between two different countries were in a disturbance almost every single day after the memo from Oceana Alliance was delivered to Jason Deng's working desk.
Once in a while, the Oceana Alliance would take the initiative to ask for a reply. It was often done after their naval forces opened warning fire at the Marianna's Naval force. The offensive stance they're taking was like a lit fuse to see how tolerant is Marianna's side.
Knowing that they're doing this on purpose, Zhang Qin Feng strictly orders his men to calm down until the government decides on an answer. His passiveness made both the sailors, the government, and the special forces worry.

The mounted turrets on the Oceana Alliance's frigates once again opened fire at Marianna's fisherman's boat. Although the distance of their bullets was far from hitting the ships, the disturbance they made would cost the fishermen a loss for scaring off all the fish.
The fishermen could tolerate this provocation once in a while, but not when it continued three to five times throughout the whole day.
Furthermore, the warning shot sometimes went across the borderline of tolerance as it landed about a few meters away from the fishing boats.
This made the fishermen started to felt there was a threat to their precious life.
"Is that what you caught for today?" asked the buyers waiting by the fisherman's port. From their tone, it seems they're greatly disappointed with their catch today.
"If you're unhappy about what we have here, feel free to go to the sea and catch yourself. I'll gladly lend you my boat if you're in a rush to your death." said the fishing boat's captain. His reply lacks patience as he was already bothered by the fact that fishing is getting harder.
Due to his anger, the captain didn't realize that an unfamiliar individual was listening to his rant.
With the harassment they've been getting daily, it would be a surprise if these fishermen could smile after returning to the port.
And since fishing was their primary source of income, something like this would definitely hurt their pocket. Furthermore, operating a ship is unlike how a business works. The expenses will keep growing no matter they're going out to the sea or not.
Ten days after the memo, something odd was happening at the port where the fishing boat was.
The following day, the fishermen were shocked by the arrival of three modern naval ships restocking at the port. The Marianna Navy cadets were busy moving the ammunition and supplies into the boat in a hurry before making their way out to the sea.
"Wh-What is this?" the captain complaining that their life was getting harder last night was shocked by the naval patrol boat about 125m long. Furthermore, there were three of them here at once.
"Are we going to war?" he wanted to ask, but he couldn't find any high-ranked officers around the ship. But soon, he was approached by an officer requesting that they adjust their signal to match the navy's communication channel.
The three patrol ships soon sailed from the port, taking close to ten fishing boats with them. Their motive today is simple. Under Jason Deng's order, the three new naval ships will protect the local's interest in the maritime business.
Their ships soon met with those from the Oceana Alliance after sailing out for an hour or so. And as usual, the harassment from the opposition navy followed by aiming their turret's at the fishing boats.
But this time, they had no idea that they've bitten the wrong bullet.
When their turrets were locked at the fishing boats escorted by the three new patrol ships, six of the Oceana Alliance's ships were targetted by the Marianna Navy in return.
This sudden provocation from the Marianna Navy caught the Oceana Alliance's Naval Officer. He immediately ordered the communication officer on his deck to patch him up with Marianna's ship.
"You're pointing your guns at our cruisers, sailors. Without a good reason, we will treat this as an act of provocation and war between Marianna and Oceana Alliance." the Naval Officer said.
"Lower your weapon, and get your commanding officer to speak with me. I repeat. Lower..." the Naval Officer continued. But before he finished with what he was going to say, his channel was interrupted.
"This is Commanding Officer for Marianna Navy, Mason. You're currently on the Marianna Waters. Turn back and move forward for ten miles from this position, or we'll take this as an act of provocation."
Also, you're ordered to lower your turrets. These people were the citizen of Marianna, and the Marianna Navy must protect them and their interests. Suppose you don't comply with our order in the next minute. In that case, our three Patrol Ships will open fire." Marianna's commanding officer said.
"Captain, what we're going to do?" the warning from Marianna's commanding officer sounded like he was trying to provoke the people from Oceana Alliance.
