Diary of a Criminal Investigator

Chapter 1033: Lu Chuan’s Appointment

  • Next Chapter

The public announcement period went very smoothly.

Given Lu Chuan’s ability to solve cases, plus his relationships, his appointment this time as Deputy Director of the Public Security Sub-bureau of the High-tech Zone basically met no resistance at all.

January 13.

The High-tech Zone Sub-bureau held a cadre appointment meeting, where the head of the Organization Department of the Haizhou City Public Security Bureau personally announced Lu Chuan’s appointment.

In fact, in terms of rank, this promotion of Lu Chuan didn’t bring much change; he was still at the section chief level.

It’s just that compared with before, Lu Chuan’s affiliation had shifted from the High-tech Zone Sub-bureau to the Haizhou City Public Security Bureau; from now on he would be a section-level cadre directly managed by the Haizhou City Public Security Bureau.

The Criminal Investigation Team had organized a farewell the previous night. Actually things there were fine, because Lu Chuan was still serving in the High-tech Zone Sub-bureau, and he would definitely continue to oversee the Criminal Investigation Team.

Moreover, based on the information currently available, the position of captain of the High-tech Zone Criminal Investigation Team would not be filled for the time being, which meant that in practice the team was still under Lu Chuan’s direct management.

The appointment meeting was held within the framework of a leadership team meeting; there was no full-bureau police appointment conference.

After all, Lu Chuan was only a deputy director of the sub-bureau. If he were later to serve as director, then a cadre meeting for all middle-level and above leaders of the High-tech Zone Sub-bureau ought to be convened for a formal appointment.

Chen Weiguo was very happy.

Over this past year with Lu Chuan serving as acting captain of the Criminal Investigation Team in the High-tech Zone Sub-bureau, the person happiest about it was probably Chen Weiguo.

With Lu Chuan at the High-tech Zone Sub-bureau, there hadn’t been a single unsolved case all year.

Now it was even better: Lu Chuan was promoted to deputy director, but he stayed at the High-tech Zone Sub-bureau and continued to be in charge of criminal investigation.

And basically in this position Lu Chuan was expected to stay at least one to two years; for this period ahead, Chen Weiguo could more or less rest easy.

After all, this promotion of Lu Chuan wasn’t an acting post but a formal transfer.

And this promotion also marked Lu Chuan’s transformation from a specialized cadre into a comprehensive cadre.

With work experience as deputy director of the High-tech Zone Sub-bureau, Lu Chuan’s next step might be to go to another sub-bureau as director and take charge of all work.

But if Lu Chuan only had experience in the Criminal Investigation Team and Crime Scene Investigation, then basically such a possibility wouldn’t exist.

Work inside a sub-bureau is more miscellaneous, with many items; besides solving cases, it involves all sorts of other tasks.

For example, legal education and publicity, drug control, management of key persons, petitions and complaints, community prevention and control, and so on.

Compared with being captain of the Criminal Investigation Team, in taking up the deputy director post this time, besides overseeing criminal investigation, he would also be responsible for some other work.

After the appointment meeting ended, Chen Weiguo convened a leadership team briefing.

"Old Chen has retired. This time with Lu Chuan serving as our sub-bureau’s deputy director, my suggestion is that he oversee criminal investigation and legal education. Any objections?"

Naturally, no one had any objections to the division of responsibilities proposed by Chen Weiguo.

Especially Deputy Director Zhang Fakui, who had previously been in charge of criminal investigation.

Zhang Fakui also came up from the Criminal Investigation Team; he had been a criminal investigator by trade, and all these years he had always been responsible for criminal investigation work, under heavy pressure.

But originally Zhang Fakui hadn’t been able to shift this portfolio away from himself, since he was from a criminal investigation background.

Now with Lu Chuan moving up from the position of captain of the Criminal Investigation Team, Zhang Fakui could naturally be assigned other work.

And Lu Chuan had very rich experience; the key was that his ability to solve cases was strong.

He had not only worked in the Criminal Investigation Team, but had also been a backbone member of the Major Crimes Unit at the provincial department.

Having him in charge of the High-tech Zone Sub-bureau’s criminal investigation work was more than appropriate; as for the extra legal education portfolio, to be honest it was just something to match it with.

The content of legal education work wasn’t much, and it wasn’t very practical or dangerous; Lu Chuan’s main energy still needed to be put into criminal investigation.

"In addition, since for the post of captain of the Criminal Investigation Team there is currently no suitable candidate, my suggestion is that Deputy Director Lu temporarily manage it directly."

Actually, when it came to the captain’s seat at the Criminal Investigation Team, the main reason why Chen Weiguo hadn’t brought it to the leadership team for study and discussion was that, after Lu Chuan’s promotion this time, they still needed to listen to Lu Chuan’s opinion on who should take over as captain.

When Lu Chuan was serving as acting captain of the High-tech Zone Criminal Investigation Team, there was no deputy captain. Under him there were only three squadron leaders: one was Wang Zhaokai, one was Chen Jiang, and the other was Sun Biao.

Among these three, Wang Zhaokai had the longest seniority and was very capable; he was captain of the First Squadron.

If there were no other unexpected developments or parachuted personnel, Wang Zhaokai should be a relatively suitable candidate.

Even if he couldn’t be promoted directly to captain of the Criminal Investigation Team, having him first serve as deputy captain and preside over the work for a period shouldn’t pose much of a problem.

The key issue was that at the current Criminal Investigation Team, whoever became captain, as long as they fully executed Lu Chuan’s work orders—fight where he pointed, turn where he directed—there wouldn’t be much of a problem.

In this year working at the High-tech Zone Sub-bureau’s Criminal Investigation Team, Lu Chuan had become quite familiar with the sub-bureau’s situation, and with the various leadership team members he was basically well acquainted.

This time, although he’d been promoted to deputy director of the High-tech Zone Sub-bureau, in reality not much had changed; the working environment around Lu Chuan was all familiar to him, and the people were also familiar faces that he knew.

Over the next few days, Lu Chuan gradually got used to the working pattern on the deputy director side of the sub-bureau.

Compared with the Criminal Investigation Team, the deputy director’s desk work was a bit heavier; he handled more documents and attended more meetings.

But compared with the other deputy directors, Lu Chuan had a lot of freedom of movement: whenever there was a case in the Criminal Investigation Team, he would head over there at the first possible moment.

After New Year’s Day, with the Spring Festival approaching, migrant workers in Haizhou City were gradually returning to their hometowns and leaving Haizhou City, but there were also quite a few people who had gone out from Haizhou City to work, now returning home for the New Year.

So during this period the flow of people was relatively large, and it was traditionally a high-incidence period for criminal cases.

Recently the Criminal Investigation Team had handled three fighting incidents that all resulted in serious injuries.

Generally, minor cases were handled directly by the local police stations, but in fights involving more serious injuries or larger numbers of participants, the Criminal Investigation Team would also get involved.

As the Spring Festival approached, Shen Yan’s due date was drawing close as well.

During this period, there weren’t any major cases at the provincial department, so Lu Chuan didn’t have to go on business trips, and things were fairly stable on the Criminal Investigation Team side too.

So Lu Chuan was basically spending all his time with his wife.

"What do you think, will our first baby be a boy or a girl?"

With his head resting on Shen Yan’s belly, Lu Chuan could already hear the little one’s heartbeat.
