Xiyue Province was under the Thousand Vows Pavilion because the three families who ruled the province joined the Thousand Vows Pavilion. They still had their people managing the territory, but they were under pressure from all directions.
To the south was ruled by one faction called the Steel Mountain Fortress. It was originally a medium sect called Stealheart Hall. With the Murim Alliance disbanded, they deployed their force to absorb the surrounding smaller sects and changed their name to Steel Mountain Fortress.
They acted like bandits, acting unruly. While their strength was not much, they often did an unexpected attack to raid villages in their territory. Ice Pavilion was taking charge in that area, regularly sending their people to the post in that area.
To the north of Xiyue Province was the Sky Palace’s territory. While they were not outright hostile, some of the sects under the Sky Palace would raid cities close to the border. They didn’t plunder everything, just the market and auction house in the city.

The two pavilions didn’t do anything when their border was under attack, not even sending their people to protect the border, even when Yang Bo requested them.
The solution to the current issue was simple. Each pavilion just needed to send two or three early-stage True God Realm Cultivators. That would be enough deterrence. They could rotate it regularly, every month or every three months.
The True Sword Pavilion and the Origin Sword Pavilion didn’t lack the early-stage True God Realm. They had more than enough, but those two pavilions were busy competing among themselves. They were obsessed with the sword and didn’t want to be left behind by their rival.
