Max nodded and stored the token to his inventory.

The thirteenth Emperor said, "You are granted entry to restricted archives in the Imperial Library.

You can visit the Imperial Library if you have time.

You are also rewarded with a provincial authority.

Every capital city you visit grants you the authority to inspect military forts, requisition supplies during emergencies, investigate corruption, and issue temporary evacuation orders.
