Just like the police before the end times, arresting people depends on evidence; if you don’t have evidence, even if someone’s a murderer you can’t detain them without cause.

The logic is the same, and this is also the greatest flaw and weakness of the Order Faction—they have too many concerns.

And a desolate continent with no people, only magnificent landscapes, really was the perfect battlefield—everyone’s happy, even if things get massive, without direct eyewitnesses you can always patch the story up afterward.
