Chapter 1536: Chapter 51: Sinister Scheme

This means that any intelligence network originally established in Russia is completely dismantled. After all, with the Russian Labor Party coming to power, unlike the traditional regime changes which heavily rely on old bureaucracies, it instead suppresses all beneficiaries under the system of former Tsarist Russia, namely the nobles, bureaucrats, and capitalists without discrimination.

Therefore, the establishment of the Labor Party regime is different from the bourgeoisie overthrowing a feudal regime, or the normal succession of a feudal regime. In the process of establishing the Labor Party regime, all old orders and old classes are broken, and in this situation, the opportunities for ordinary people also become greater.

On the opposite side, for example, in the succession of a feudal dynasty, ordinary people also have opportunities for advancement, but the original aristocratic families and local dignitaries have even greater opportunities.

Thus, the East Africa spy chief Maureen said, "In Russia, the original human networks and relationship networks are directly scrapped. They also do not accept the noble bureaucrats under the former Tsarist or bourgeois government for appointment again."

"The only exception might be the army, but the Russian Red Army has also undergone small-scale purges, and this doesn’t mean that the Russian Labor Party has complete trust in the army. The special situation of the army cannot exclude the compromise of Russia with its current difficult situation."

The so-called difficult situation naturally refers to the comprehensive military threat of imperialism to Russia. In such circumstances, the army certainly cannot act rashly.

Maureen continued, "However, the army has always been the most closed national violent organization, inherently difficult to penetrate. Even in the Tsarist era, trying to bribe Russian officers presented certain difficulties."

This is quite normal. Even wanting to collaborate with personnel inside the army requires channels. The army, as the bottom line most valued by the national regime, has a narrow contact surface with society and is under strict supervision.

If the army of a country were completely penetrated, then the fall of this country’s regime wouldn’t be far off.

In fact, the Tsarist Russian government largely collapsed for this reason, and the reason the Russian Labor Party managed to penetrate the Tsarist Russian army was through an all-encompassing ideological weapon and grassroots approach.

Of course, another premise is the corruption within the Russian army and the negative impact caused by military failures. These experiences are also of referential significance for East African countries under imperialism.

After all, the Labor Party, as a worldwide party, is not unique to Russia. Ernst has no qualms about suspecting that Labor Party members have certainly emerged in East Africa.

So, he instructed Maureen, "With the current advancement of industrialization in the Empire and the rise of private economy, as the labor force continues to grow, the conflicts between workers and entrepreneurs are bound to occur frequently."

"And ever since East Africa ended its closed-off stance, European Labor Party members flowed into East Africa, and the possibility of spontaneously emerging Labor Party members in East Africa is very high. Therefore, you all need to conduct an investigation and report targeting the domestic situation."

"In order to avoid the government being caught off guard by Labor Party members in the future, particular attention must be paid to some strikes or abnormal activities in factories."

Ever since East Africa entered the market economy era, the rise of private enterprises has also been accompanied by the frequent growth of labor-capital conflicts. In the past planned economy era, because the wage differences were not large, this problem was not a concern.

After all, under the planned economy, the broad lower-class populace would either be collectively wealthy or collectively impoverished. Undoubtedly, East Africa belonged to the latter, and when everyone wasn’t wealthy, it was actually the most worry-free time.

And this so-called wealth and poverty naturally isn’t a vertical comparison within East Africa but a horizontal comparison with other countries of the same period.

The national income level of East Africa has in fact always been in a moderate state, but the further back you go, the more impoverished it is, as wealth also requires time to accumulate.

In the planned economy era, East African people could manage to achieve basic food and clothing, and realizing this at that time was already quite remarkable.

After all, there is a phrase called "starving and cold," which shows that having enough food and warm clothing was also a difficult matter in ancient and modern times.

It is not surprising that East African people managed to achieve basic sustenance. In agriculture, East Africa’s agricultural yield has been increasing, and even if the distribution was uneven, the lower limit was much higher than some traditional countries. And the so-called "warm" was even simpler. As a tropical country, East Africa basically had no one freezing to death due to a lack of clothing.

The main natural problem faced by early East Africa was only diseases. In tropical regions, diseases are more prevalent, but this disadvantage is a far less threat than the former two, after all, the main terrain of East Africa is mainly plateau, and tropical plateau areas are generally more suitable for habitation.

A typical example is the Mexican Plateau, the Brazilian Plateau, and the most splendid ancient civilizations of South America, like the Maya Civilization and Inca Civilization, which were basically developed relying on the tropical plateaus or mountains.

It is well-known that the productivity level of ancient Native Americans was clearly impossible to compare with modern-day East Africa, so there’s no reason that even if East Africa were to do poorly, the lower limit should be much higher than theirs.

Modern Africa is actually like an egg. The narrow coastal plain areas indeed resemble the tropics in the common perception, making them unsuitable for habitation. However, once you break through the eggshell and enter the African inland, there are conditions to rely on the inland’s good natural conditions to develop agriculture and nurture the population.
