Seraphina was stunned for a couple of seconds, then asked in disbelief, “Isn’t that supposed to be the most basic criterion? If the people I choose don’t intend to serve the common folk, why would I even consider them?”
“Not being entirely upright doesn’t mean they won’t work for the people…”
“But they will, eventually!”
Seraphina interrupted. “I understand what you’re getting at, Cliff. You mean to say that good people aren’t necessarily effective at their jobs, right?”
Cliff’s expression eased slightly. “As long as you understand—”
“But good people can learn how to do their jobs well.”
When it came to her principles, Seraphina became resolute, even fierce. Standing before an elderly man, her tone and expression were… unyielding.
The young wolf stared intently at the old man, enunciating each word: “But will bad people learn how to be good?”
Her resolve was clear to Cliff, and with a heavy heart, the old man realized there was no convincing this fiery-hearted girl before him.
Meanwhile, Seraphina showed no signs of stopping either; her gaze was icy, and her words carried an unintended but unmistakable edge of menace.
“Moreover, such people usually carry stains on their records. The only reason I haven’t rounded them all up and punished them is because I don’t have the time! To let them manage the Lower District… not a chance!”
Cliff bowed his head slightly, sighing silently. All he could do was respond, “I understand, Miss Fenrir. I’ll have the recruitment criteria revised.”

After providing some suggestions, the old man could still hear her frustrated cries as he left the office.
Cliff felt conflicted.

“Th-this way, our boss Miss Fenrir is just over here.”
Cliff looked towards the end of the hallway, slightly puzzled. He saw a young man he recognized, eagerly guiding a rather imposing adventurer. One look at the adventurer’s stern eyes, and Cliff could tell this was no ordinary person.
As the adventurer brushed past him, heading directly to push open Fenrir’s office door, Cliff wanted to say something, at least to remind him to show basic courtesy to Fenrir. But in the end, he said nothing.
He could only watch as the adventurer and his attendants pushed the door open and entered. No sound came from inside.
“…Zabir, how could you just bring someone in like that?”
The old man could only chastise the young guide. “Miss Fenrir is now the administrator of the Lower District; how could you let her lose face like this?”
